JOHNSON TO AGAIN CHAIR NATIONAL AGRICULTURE COMMITTEE The committee develops policy regarding rural economic development; crop insurance and disaster assistance; income and commodity support programs; farm labor, agricultural credit and financing. Johnson said the committee will meet this weekend in Washington. Johnson was first appointed chairman of the committee in 2002. He has been North Dakota agriculture commissioner since 1997. Commission on the Future of Agriculture In the fall of 1997, North Dakota’s Commissioner of Agriculture Roger Johnson announced plans to form a Commission on the Future of Agriculture (COFA) in North Dakota. He wanted the commission to address two main issues:
  • Assess North Dakota agriculture’s current situation and determine a vision for the future of the industry. Develop recommendations that would enable North Dakota’s agriculture industry to achieve that vision.

  • The commission was formed partly in response to the harsh times that agriculture, the state’s main industry, had undergone in recent years. In particular, 1997 had been a rough year for the state’s wheat and beef cattle producers. According to the U.S. Department of Agriculture’s Economic Research Service, North Dakota’s net farm income in 1997 decreased by 90 percent from the prior year (Economic Research Service). During 1997, it was estimated that winter storms, spring flooding, early summer drought, and crop disease problems had led North Dakota farmers to endure losses of over one-half billion dollars; indirect losses were estimated to be nearly $2 billion (North Dakota Department of Agriculture). COFA held its first public forum in January 1998 at the state’s annual Marketplace event. Twenty other public meetings were later held throughout the state. More than 1,000 people attended these public forums, and others participated in writing. The public input process was similar to the approach taken years earlier in the Vision 2000/Growing North Dakota initiative, but now the process was focused on the state’s agriculture industry in particular, not just overall economic development. The working group went on to develop a draft report that was then modified and approved in June 1998 by the full commission. The commission’s work resulted in 54 recommendations.

    North Dakota agriculture depends on anhydrous ammonia as one of the major sources of nitrogen fertilizer for production of corn and other crops. However, a new threat has emerged - the theft of anhydrous ammonia for use in making a powerful narcotic called methamphetamine. Naturally, we are concerned by the illegal and illicit use of this product. We want to play a role in preventing drug abuse in the future. By raising awareness about the potential for anhydrous theft, both farmers and fertilizer dealers can assist law enforcement in combating this illicit use of a product important to North Dakota agriculture.

My state leads the nation in the production of spring wheat, durum, barley, canola, sunflowers, flax, sugarbeets and honey, and is a leading producer of potatoes, soybeans, oats, cattle and other commodities. The voters of North Dakota have twice honored me by electing me to be the state’s leading spokesman for this vital industry and to oversee the North Dakota Department of Agriculture.
    The Department of Agriculture has many responsibilities. Here are just some of them:
    We ensure that pesticides are used safely, and we also work to ensure that farmers and ranchers have access to the chemicals they need to protect their crops and livestock.
    We provide farmers and ranchers with mediation services to help them resolve differences with creditors and to help them deal with government paperwork.
    We certify that North Dakota commodities are free of insects, disease and other pests.
    We help North Dakotans get rid of unusable pesticides through Project Safe Send.

    A third-generation family farmer, Roger Johnson was elected North Dakota Agriculture Commissioner in 1996 and re-elected in 2000. Commissioner Johnson is a native of Turtle Lake, where he was very active in FFA as a youth, participating on judging teams and serving as chapter president. In 2001, he received the Honorary State and American FFA Degrees, the organization’s highest honors, for his commitment to agriculture education and FFA.
    Commissioner Johnson has been a longtime Farmers Union member, serving as McLean County president and Turtle Lake Cenex board president.
    Commissioner Johnson graduated from North Dakota State University with a degree in agricultural economics. He has an extensive background in agricultural mediation, serving as administrator of the North Dakota Agricultural Mediation Service from 1989 to 1996.
    In 1997, Commissioner Johnson led the creation of the bi­partisan Commission on the Future of Agriculture (COFA), which brought together more than 60 organizations representing a broad range of rural and agricultural interests to craft a vision for the future of agriculture in North Dakota. The Commission brought forward 55 initiatives, a number of which have been implemented.

Paleo-Indian peoples initially occupied the Northern Plains, hunting mammoths, giant bison, and other mega-fauna. Mining of Knife River Flint, North Dakota's first export commodity, began in Dunn and Mercer Counties. ca. 5,500 B.C. Archaic peoples based their lifeways on hunting and gathering of essentially modern fauna since the previous era's mega-fauna were now extinct. The atlatl, a dart throwing device which drastically increased the range, effectiveness, and safety of hunting, came into use. ca. 700 B.C. Ceramics were first used in North Dakota for cooking and food storage. ca. 550-410 B.C. Early Woodland peoples living along the James River in Southeastern North Dakota built a log and brush house. Charred grape chenopod (Goosefoot), and Marshelder seeds were found together in the house remains when they were excavated in A. D. 1985. ca. 100 B.C.

    North Dakota Agriculture in the Classroom Established in 1985 by the North Dakota Legislature, the North Dakota Agriculture in the Classroom Council develops and operates agricultural curricula and teacher training programs for grades kindergarten through 12. The Council is made up of representatives from various educational and agricultural organizations and businesses.
    Bismarck - AGcitement is hitting the road in June with a new full-time coordinator and a full schedule of summer activities. AGcitement is a camper trailer that has been converted into mobile education facility. More than 5,000 children and adults visited AGcitement in 2000-2001.
