CTE Equipment Guide (revised 2004)
Introduction
Purpose of Guide
  • Assessing the adequacy of their Career-Technical Education equipment, Identifying and planning for equipment purchases to meet the minimum requirements, and Determining the feasibility of offering a new Career-Technical Education course sequence.
  • An equipment definition is found in the Fiscal and Policy Guide, A Guide for Administering Career-Technical Education, 2003
  • It is non-expendable, that is, if the article is damaged or some of its parts are lost or worn out, it is usually more feasible to repair it rather than replace it with an entirely new unit (which is not true of supplies) It has a useful life of more than one year
  • This definition was used as a guide to develop the standards in this guide; however, local school systems have definitions for equipment that include some expendable items as well as items that cost less money. Therefore, more items are listed in the handbook than the definition covers.

HOKE COUNTY HIGH SCHOOL Raeford, N.C.
This case study is about a high school that is making outstanding progress in raising student achievement despite economic, social and demographic odds. The school’s success originated with a dedicated core of teachers and a determined vocational director who worked with the administration to make far-reaching changes. As a result, this school has become a model for overcoming obstacles and producing successful students. THE SETTING Hoke County High Schoola comprehensive high school of 1,350 students in grades 9 through 12is located in Raeford, North Carolina, 20 miles south of Fayetteville and Fort Bragg. The school has a rich diversity of cultures and a fairly transient student population due to the military impact. The tri-racial student population includes 55 percent African Americans, 25 percent Native Americans and 20 percent whites. Most of the students come from middle to low income families. With a population of 25,000, Hoke County has the third lowest per capita income in the state. A sprawling seven-acre campus is divided by a road that runs down the middle. Administrative offices and many academic classrooms are located on one side of the road, while vocational classrooms and labs, the main gym and some academic classrooms are found on the other.

Indiana: Active-duty LPN sent to aid war on terror
Renee Anker, LPN, a staff Sgt. with the 738th Area Support Medical Company based out of Monticello was among approximately 80 unit members sent to serve in the war on terror in late August. According to the Monticello Herald Journal, soldiers could not reveal the location of their assignments due to security issues, but Anker reportedly said it’s possible that her unit would be relieving other military personnel. “I’m sure that’s part of the reason we’re going over there, because some other soldier needs to come back home,” said Anker. A 15-year member of the service, Anker is a full-time safety and occupational health office nurse with the Indiana National Guard. She will serve as a senior medic during this stint, according to the Journal . This mission marks her first tour of active duty, though she joined the National Guard during Operation Desert Storm.

    North Carolina's School Finance Case:
    A Victory for At-Risk Students
    But Is More Money Needed?
In 1994, five low-wealth and predominately rural school districts, as well as parents and students filed suit against the State of North Carolina (the Leandro Case) alleging that children in these districts were being denied their constitutional right to an education. The plaintiffs identified inadequacies in facilities, technology, and teacher salaries as some of the problems resulting in lower student achievement. They faulted the state school finance system for creating an unequal and inadequate education in poor and predominantly rural counties by relying on local property taxes to supplement state funding for necessary expenses. In 1997, the North Carolina Supreme Court ruled that under the state constitution's education clause, students have a fundamental right to receive a "sound basic education." The court defined a "sound basic education" as one that will provide the student with at least:
