Winter 2004 breadCrumbs("http://www.bwfund.org/focus"," ","index.html","blurbContent","blurbContent","None","0"); Rethinking High School Education in North Carolina: Seeing How the Danes Do It For the past five years, BWF, along with the Kenan Charitable Trust and the Japan Foundation Center for Global Partnerships, have sent N.C. delegations (educators, business people, foundation officials and policymakers) abroad to learn from other countries about how they educate their young people. The fifth trip, in fall 2003, took delegates to Copenhagen for an in-depth study of the Danish approach to high school education. Previous trips have been to Japan, Great Britain, the Netherlands, and South Korea. BWF senior program and communications officer Carr Thompson and North Carolina Science, Mathematics, and Technology Education Center president Sam Houston were among the delegates. Study planners selected Denmark because it offers high school students an array of choices in different focus areas, provides students with guidance on which path would be best for the needs and ambitions of each, and has a high ratio of young people completing their high school education. What they found Finally and perhaps most importantly, the Americans found that the Danes invest far more of their dollars in education. Education at all levels is free, and high school and college students receive government financial support while enrolled, the theory being that they can then focus on their educations without having to take part time jobs to earn spending money. The financial support also is an incentive for them to stay in school.

The School Community
Located in the rugged mountains of northwestern North Carolina, the only high school in rural Avery County, enrolls 673 students (grades 9-12). The primary sources of income for the county's 15,000 year-round residents are Christmas tree farming, nurseries, and tourism, resulting in a per capita income of approximately $12,000 per year. The students at Avery are mostly Caucasian. Half of them qualify for free or reduced-price lunch. Approximately 30% of students have been identified as needing additional academic assistance.
What They've Accomplished
Since joining High Schools That Work (HSTW) in 1995, Avery has scored at the very top on the HSTW assessment, which uses National Assessment of Educational Progress (NAEP) items. Avery is also one of only two HSTW sites to meet all of the program's performance goals. Most recently, they were recognized by HSTW as a high performing school willing to share its expertise.

Overview of Kids’ Chance of North Carolina, Inc.
Kids’ Chance of North Carolina, Inc. is a 501(c)3 nonprofit corporation which provides educational scholarships to the children of employees who have been catastrophically injured or killed as a result of a workers’ compensation injury which is covered under the North Carolina Workers’ Compensation Act. Kids’ Chance will provide funds for these children to begin or continue their education at college or vocational school levels. This is to provide educational opportunities for those students which might otherwise have been postponed or interrupted as a result of the financial hardship caused by the death or serious injury of their parent. Scholarships cover tuition, books and meals. The scholarship for an independent four-year college or university may be awarded for the amount of what an average state supported institution would cost. The amount provided can vary as costs change. The technical school student would be provided with the amount that coincides with current cost schedules for that institution. A scholarship is good for one year with the provision that the student must maintain an acceptable academic level each quarter/semester for it to continue. The applicant may reapply at the end of the school year for the scholarship for the following school term. A few facts about Kids’ Chance of North Carolina:

WHICH BASIC SKILLS CAN BE TAUGHT IN VOCATIONAL EDUCATION? Attempting to address each of these areas while at the same time providing a rigorous, hands-on program of instruction in a specific occupational area may seem unrealistically ambitious, but evidence confirms that many vocational programs already include a significant amount of instruction in at least some of these skill areas. For example, vocational education students, teachers, parents, and business and industry representatives in North Carolina were asked to review existing and revised curriculum materials for three vocational programs. Results indicated that the materials included significantly more instruction in science and math skills than the respondents had imagined (Holsey and Rosenfeld, 1985; Rosenfeld and Holsey, 1985). North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)
