School Finance Case
Rural and at-risk students in North Carolina's public schools won a major court victory on April 4 when Superior Court Judge Howard Manning, Jr. issued his final ruling in the state's school finance case ( Leandro v. North Carolina ) filed by schools, parents and children in five low-wealth and predominately rural school districts. In 1997, the North Carolina Supreme Court ruled that under the state constitution's education clause, students have a fundamental right to receive a "sound basic education." The court defined a "sound basic education" as one that will at least provide every student with:
  • Sufficient ability to read, write, and speak the English language, along with a sufficient knowledge of fundamental mathematics and physical science, to enable the student to function in a complex and rapidly changing society.

Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

The New Hanover County School System, the 10th-largest public school system in the state, serves the city of Wilmington and the county, including the beach communities of Figure Eight Island, Wrightsville Beach, Carolina Beach and Kure Beach. In 2002–03, the system served approximately 23,000 students from kindergarten through grade 12 in 34 schools (three pre-kindergarten centers bring the total to 37). President offers $2.57 trillion plan to Congress The Bush plan would reward teachers whose students make strong progress but would cut vocational education. ANDREW CURLISS, Staff Writers President Bush has sent Congress the leanest federal budget in seven years: $2.57 trillion. "The taxpayers of America don't want us spending our money unless something's about achieving results," he said at the first Cabinet meeting of his new term. Bush's budget for the 2006 fiscal year would boost funding for the military and homeland security. Programs in education, agriculture and transportation would be trimmed. The president forecast a deficit of $427 billion for the end of the current spending year, Sept. 30, and said the number would fall to $390 billion a year later. By 2009, Bush said, he will fulfill a promise to cut the size of the deficit in half, projecting a $233 billion annual shortfall.

Preface
In response to a requirement to map land cover in the State, the North Carolina Center for Geographic Information and Analysis (CGIA) has organized and completed an assessment of land use and land cover classification needs with the assistance of PlanGraphics, Inc., an independent consulting firm based in Frankfort, Kentucky. CGIA conducted surveys and regional workshops, interviewed technical experts, and evaluated similar projects in other states to develop this standard for classification of land use and land cover mapping in North Carolina. Information about land use and cover types is increasingly needed to effectively manage our environment and living conditions. These data continue to be the most frequently requested categories of geographic information. The data are used by planners, resource managers, scientists, and decision-makers from federal, state, regional, local government, and private corporations for a variety of purposes. More and more of their studies now involve assessment of more specific conditions in broader regions such as multi-county economic zones, river basins, and protected watershed zones. The development, use, and collection of data from multiple sources require that each mapping cooperator utilize standard mapping conventions and classification schemes.

Introduction The drive to Sellars-Gunn Education Center can be rather intimidating. I-85 only shows the clothing outlets in Burlington, NC, but a short drive down one of the sideroads will show a different picture of the town. Low-income housing prevails in Burlington and Graham, with the middle- and upper-class neighborhoods few and hard to find. The textile industry, once strong in Alamance County, has left behind two towns of people with little or no income and two towns with a serious housing problem. Sellars-Gunn Education Center is located near one of the worst parts of town. It is located near Ireland Street and Autumn Lanes, notorious in Alamance County for violent crimes and drug-trafficking, crimes which are committed mostly by teens and young adults. Sellars-Gunn itself is ominous: if you drive to the back part of the building you are greeted with a 10-foot fence topped off with barbed wire. When I first drove into this place I would be working for a year, I immediately thought it looked like a prison. In some sense I felt as if I were working in one.
Welcome to the story of a teacher and an assistant at two Alternative Schools in North Carolina: one in Alamance County and one in Johnston County. These two schools arose from the same program, the "Safe Schools" grant. The Safe Schools program in North Carolina, as implemented in Alamance County, is designed to provide a two-pronged approach to the reduction of violence in North Carolina’s public schools. The first part, called "prevention," is the "prejudice reduction" workshops offered to teachers and other educators in the school system. In Alamance County, these workshops included mostly issues on race and cultural diversity. The second part, called "intervention," is the creation of an alternative school to remove violent and chronically disruptive students from the traditional classroom setting.
