Bill Would Speed N.C. Teacher Certifications
POSTED: 11:46 am EST March 16, 2005 RALEIGH, N.C. Faced with a growing shortage of qualified teachers, North Carolina lawmakers filed a bill Wednesday to speed teacher certification procedures statewide. The bill would establish procedures for certifying in-state and out-of-state teachers to help meet the need for more than 11,000 new teachers annually. The legislation also addresses the necessary changes to North Carolina’s certification process mandated by the federal No Child Left Behind Act. The federal law will require a "highly qualified" teacher in every classroom in North Carolina by July 1, 2006. About 9,200 North Carolina teachers don’t meet the federal requirements. "This will reduce (school districts') dependence on those who have high school diplomas who are filling our school rooms now and to allow them to bring in qualified teachers who have four-year degrees, who've been prepared to be teachers," said Ellen Greaves, executive director of the Professional Educators of North Carolina. Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    His lesson plan incorporated several areas of his curriculum, teaching North Carolina history with an artistic, creative, collaborative and technological edge. He split his students into teams of three and asked them to choose one of several Cherokee myths and legends, then create a mask to illustrate it and a PowerPoint presentation to teach the other students about the myth and explain the details of the mask. His students created several masks depicting Cherokee themes, from cardinals to tear drops in memory of the Trail of Tears, the forced extradition of the Cherokees from the Appalachians to Oklahoma.
    The next year, 2004, turned out to be a good one for Cayton. He found out that he had achieved national certification in November, and later got a call from Center Fellow Mary Kay Cooley asking him to return to NCCAT, this time as a facilitator helping other teachers in their quest for the distinguished teaching credentials.

    MEDICATION AIDE PROJECT Background: For more than two years NC DHHS and the NC Board of Nursing have worked, in conjunction with a broad-based coalition, to develop statewide uniform standards for non-licensed personnel who administer medications. This effort includes establishing standards for faculty, as well as training, competency, and registry requirements for non-licensed individuals to administer medications in a variety of health and non-health focused settings (excluding acute care hospital beds). The research team, led by labor economist Dan Goldhaber of the University of Washington and the Urban Institute, has noted that these findings “ provide direct evidence that the National Board for Professional Teaching Standards ( NBPTS) is identifying and certifying teachers who will raise student achievement” and they “could put to rest some of the controversy in education circles surrounding the national certification.” In particular, the study concluded that National Board Certified Teachers (NBCTs):
