The Title II Vision Dr. Crowe's presentation provided participants with not only a background on the development of the Title II reporting requirements in the 1998 Higher Education Act, but also the opportunity to envision how the Title II requirements can be used to further improve teacher quality reform within Illinois. Crowe suggested that many states across the nation have teacher quality programs/ initiatives that are "program rich and system poor," meaning states have a number of initiatives under way working independently of each other. According to Crowe, few states have developed a strong systemic structure that ensures quality teachers are generated and supported from their preservice teacher training through their careers as certified/ master teachers. It was for some of these reasons, reports Crowe, that the Title II grants program and reporting requirements were instituted.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards.
