History of The University of North Carolina
In North Carolina, all the public educational institutions that grant baccalaureate degrees are part of The University of North Carolina. The University of North Carolina at Asheville is one of 16 constituent senior institutions of the multicampus state university. The University of North Carolina, chartered by the North Carolina General Assembly in 1789, was the first public university in the United States to open its doors and the only one to graduate students in the 18th century. The first class was admitted in Chapel Hill in 1795. For the next 136 years, the only campus of The University of North Carolina was at Chapel Hill. In 1877, the General Assembly began sponsoring additional institutions of higher education, diverse in origin and purpose. Five were historically black institutions and another was founded to educate American Indians. Several were created to prepare teachers for the public schools. Others had a technological emphasis. One is a training school for performing artists. In 1931, the General Assembly redefined The University of North Carolina to include three state-supported institutions: the campus at Chapel Hill (now the University of North Carolina at Chapel Hill), North Carolina State College (now North Carolina State University at Raleigh) and Woman's College (now the University of North Carolina at Greensboro). The new multicampus University operated with one board of trustees and one president. By 1969, three additional campuses had joined the University through legislative action: the University of North Carolina at Charlotte, the University of North Carolina at Asheville and the University of North Carolina at Wilmington.

This means that USDA has purchased replacements of these items and they will be moving through the pipeline. USDA also diverted three trucks of mixed fruit from the vendor directly to the Gulf Coast.     North Carolina's Critical Incident Response Kit Project The 1999 Governor's Task Force on Youth Violence and School Safety recommended that "every school should be given the tools needed to develop and implement stronger school safety plans" and further that schools should "share their plans and coordinate closely with the appropriate crisis response agencies . . . to ensure that strong communication and rapid response [are] established a the local level in the event of emergencies." North Carolina's Attorney General Roy Cooper, the Center for the Prevention of School Violence in North Carolina's Department of Juvenile Justice and Delinquency Prevention , and the North Carolina Department of Public Instruction began in early 2000 to generate such tools and promote such collaboration. The Critical Incident Response Kit project offers an approach which enables schools and communities to be "at the ready" should an incident take place. Highlighting a collaborative approach to incident response involving schools, law enforcement, and emergency responders, the project, supported by funding from North Carolina's

    RAILROADS AND BANKS
    There are in operation within the State 4387 miles of railroads, besides 911 miles of sidings, with a total valuation of $86,347,553, but capitalized for a much larger amount. The state has 321 banks organized under the state law; with an aggregate capital stock of $7,692,767; and 69 national banks with a capital of $6,760,000. The entire recognized state debt is $6,880,950, the greater part of which could be paid by the sale of certain railroad stock held by the state.
    HISTORY
    North Carolina was originally inhabited by various tribes of Indians, the three principal ones being the Tuscaroras in the east, the Catawbas in the centre, and the Cherokees in the west. A small body of Cherokees is still located in the mountain section. In 1584 Queen Elizabeth granted to Sir Walter Raleigh the right to discover and hold any lands not inhabited by Christian people. This charter constitutes the first step in the work of English colonization in America. Five voyages were made under it, but without success in establishing a permanent settlement. In 1663 Charles II granted to Sir George Carteret and seven others a stretch of land on the Atlantic coast, lying between Virginia and Florida, and running west to the South Seas. The grantees were created "absolute lords proprietors" of the province of Carolina, with full powers to make and execute such laws as they deemed proper. This grant was enlarged in 1665 both as to territory and jurisdiction, and in 1669 the lords proprietors

  • The guidelines embody three standards: brevity, spontaneity, and cumulative effect. The guidelines are printed in the Report of the House Committee on the Judiciary (House Report No. 94-1476) which accompanied the Act. The full text is Appendix A.

    I. That all political power is vested in and derived from the people only. II. That the people of this State ought to have the sole and exclusive right of regulating the internal government and police thereof. III. That no man or set of men are entitled to exclusive or separate emoluments or privileges from the community, but in consideration of public services. IV.
