North Carolina Still Can't Decide on Lottery
August 3, 2005 RALEIGH, NC As the only East Coast state without a lottery, North Carolina Democrats in the House and Senate, along with Governor Mike Easley, are attempting to bring a numbers game to the state. But with an end-of-the-week deadline approaching to approve a spending plan for the state government, differences may not be overcome in time for a lottery to pass. While the House approved a lottery game in April by two votes, the Senate still has not okayed a budget proposal that includes a lottery, the Lottery Post reports. However, the Senate’s budget proposal did eliminate an advertising ban on lotteries.

WASHINGTON, DC
- Dr. Robert Martin, Director of the federal Institute of Museum and Library Services (IMLS), announced grants totaling over $160 million to state library agencies. "Libraries help connect us to our communities and to each other. They address our many information needs and encourage us to be lifelong learners," said Director Martin. "These grants play an important role in building the capacity of libraries to help communities address their changing educational, economic, and social needs." The grants are awarded under the Library Services and Technology Act (LSTA) and are made to each State according to a population-based formula; the State's library agency administers the funds. North Carolina will receive $4,309,258. States provide at least $1.00 for every $2.00 of federal support. IMLS Library Services and Technology Act funds help state library agencies make library resources and services, which can be prohibitively expensive to the individual, readily available to an entire community. Highlights of how the State Library of North Carolina uses these funds to benefit the residents of the North Carolina include:

# Bags Decorated 100
Students of SPARC Academy had a great time with the Earth Day Groceries Project as a part of a Service Learning Activity. Elementary and middle school students participated in the project. A local Kroger Store supplied us with the bags to decorate. The students really got into their work, and were very creative. We took two group field trips to return the bags to the store. The students entertained the managers, employees and customers with rhythmic hand claps and songs. To conclude the field trips, the groups enjoyed lunch at a nearby Golden Corral Restaurant. The students thoroughly enjoyed the project and we look forward to doing it again next year. General Greene Elementary located in Greensboro, NC participated in your Bag Beautification project by decorating 229 recycleable grocery bags provided by our local Winn-Dixie store. The students really got into this project and the store manager was most receptive. He also stated that the customers enjoyed getting the decorated bags. I apologize that it has taken some time to send this. Due to "technical difficulties" wherein my e-mail access was "out there" somewhere in cyberspace, this is the earliest I have been able to send your mail! Please add our information to your database, so that we may know were are included in these statistics. General Greene is a magnet school and its complete name is: General Greene School of Science and Technology. Thanks for pulling all of this together. It is fascinating for the children to see and read the efforts of children in Greece, etc. A great and manageable project!

By Julie Smither , Division of Energy Last fall, a group of Kentucky architects and school officials planning new school construction visited three schools in the Raleigh-Durham area of North Carolina to learn about high-performance, energy-efficient design and the feasibility of applying it to their construction projects.
High-performance schools are designed on an integrated, holistic approach, resulting in buildings that are energy efficient and cost effective. Initial costs are typically the same or only slightly higher than conventional buildings because of this integrated design. For instance, properly designed daylighting can reduce or eliminate the need for electric illumination in a classroom. If lights, which generate heat, are not on as often, cooling equipment can be downsized, resulting in lower initial construction costs.
This gymnasium is also created with an energy-efficient design, providing sufficient lighting from ceiling windows. Division of Energy photo

    Carolina basketball plays its home games at the Smith Center, one of the most recognized athletic venues in America. The Smith Center became the home of the Tar Heels in 1986 and has since become a cherished traditional symbol of Carolina basketball. The Tar Heels have played over 200 games in the Smith Center in front of a combined audience of more than 4 million fans. Carolina has a 176-27 record in the Smith Center, a dominant winning percentage of .867. That includes a 99-22 record against the ACC and a 77-5 record against non-conference foes. During the 2000-01 season, UNC went 12-2 in the Smith Center and averaged 20,836 fans per home contest. The Smith Center is currently undergoing an extensive facelift that will improve the behind-the-scenes training areas. In the fall of 2001, the UNC locker room and weight room were completely renovated. A new media center was built and the Bowles Room and Educational Foundation offices were retrofitted to include a practice gym that will allow added scheduling flexibility.

Forest Hill Elementary Media Center is open to Parents whenever regular classes are not scheduled. Ingles Tools for Schools The Media Center at Forest Hill Elementary sponsors the Ingles Tools for Schools free educational equipment program. Between August 4, 2004and May 10, 2005, every time someone scans one of these cards/key tags when shopping at Ingles, our school automatically earns credit for educational equipement. If you have not received your card and key tag please come by the school office to pick one up and help us earn free tools for our school. This year Fifth Grade will be participating in a special program sponsored by the North Carolina Department of Public Instruction called Kaleidoscope.
