Purpose of ARES
Amateur Radio Emergency Service, which has developed since 1935, is a part of the AmateurRadio Relay League (ARRL) Field Organization. Part 97 of the FCC's RULES and REGULATION, which covers the Amateur Radio Service ,states under "Basis and Purpose" in 97.1 (a) that: "Recognition and enhancement of the value of the amateur service to the public as a voluntary non-commercial communication service, particularly with respect to providing emergency communications." Amateurs have been involved with Public-service communications, emergency communications, since 1913. In the early days the involvement was unprepared and without any coordination. As stated in the PUBLIC SERVICE COMMUNICATIONS MANUAL, published by the ARRL, "As time progressed, the need for and value of organization became evident, resulting in the establishment of organized trunk lines and net systems; later the Amateur Radio Emergency Service (ARES) and the National Traffic System (NTS) were formed to complete the organization." Today, "The Amateur Radio Emergency Service (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment for communications duty in the public service when disaster strikes. Every licensed amateur, regardless of membership in ARRL or any other local or national organization, is eligible for membership in the ARES. The only qualification, other than the possession of an Amateur Radio license, is a sincere desire to serve. Because ARES is an amateur service, only amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership".

  • Phase 1 of the NC GILS collaborative project is complete. Accomplishments of phase 1 include the development of comprehensive NC GILS Guidelines, the full integration of NC GILS concepts with other state-recognized metadata standards, and the establishment of a Z39.50 server for state government indexes (FindNC). Unfortunately, the Federated Metadata Repository project has been discontinued. This project was intended to provide detailed metadata on state government databases. Phase 2 of NC GILS is on hold indefinitely. If implemented, phase 2 will provide improved display of NC GILS records, additional metadata sources, and extended metadata management functionality. Additionally, some effort will be given to integrating NC GILS components with any solutions the State Library may implement as a result of its Access to State Government Information project.

Early History
At the time of the first European contact, North Carolina was inhabited by a number of native tribes Since most historical accounts of travelers and settlers dealt with either the Cherokee or the Algonquian, little is known about the Siouan peoples and their pre-contact cultures. The descriptions which follow will deal with the Cherokee as representative of the Iroquoian, with the Catawba as representative of the Siouan-speakers and the piedmont tribes, and the coastal Algonquian. Coastal Algonquian At the time of the first contact of Europeans with the Indians, the Algonquian tribes occupied the tidewater areas of the Atlantic Coast extending from Canada to as far south as the Neuse River in North Carolina. In 1584, the estimated 7,000 Algonquians living in North Carolina were relative newcomers to the Southeast, having come in a series of migrations. To some extent, they retained cultural elements from their Northeastern Algonquian traditions, but there was also a great deal of cultural borrowing from their southern neighbors as they adapted to the geographical and climatic conditions of the area, in that they were more water-oriented and placed more emphasis upon hunting, fishing, and gathering than did most of their neighbors. Catawba The Catawba was one of the Siouan-speaking tribes of the piedmont area of the Carolinas at the time of the first European contact. Little is known of their culture and life style at that time, since contact was few and sporadic and little was documented of their culture. What is known, is based largely on the writings of John Lawson, who explored the piedmont territory and visited the Catawba in 1701.

The Executive Organization Acts of 1971 and 1973 grouped all the agencies of the Executive Branch into seventeen departments plus the Office of the Governor and the Office of the Lieutenant Governor. In 1981, the North Carolina Community College System became the eighteenth executive department. The president of the community college system serves at the pleasure of the State Board of Community Colleges. In 2000, Governor Hunt created the Department of Juvenile Justice and Delinquency Prevention, thus creating the 19th executive department. The governor, lieutenant governor, and eight of the department heads are elected for four-year terms. The remaining ten department heads are appointed by the governor. The eight departments with elected department heads are the Departments of Agriculture, Insurance, Justice, Labor, Public Instruction, the Secretary of State, the State Treasurer, and the Office of the State Auditor. The ten departments with appointed department heads are the Departments of Administration, Commerce, Correction, Crime Control and Public Safety, Cultural Resources, Health and Human Services, Revenue, Transportation, Environment and Natural Resources, and Juvenile Justice and Delinquency Prevention.

Current light-rail proposals in North Carolina are being built to serve less that 1 percent of the commuting population. The cost ranges from $370 million for 10 miles in Charlotte and $888 million for 34 miles in Raleigh are ridiculous compared to building and maintaining roads. But the money for light rail will come from the same pool of money to build and maintain local roads.
