Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002
Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. North Carolina has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in North Carolina and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in North Carolina The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*

Project Description: In 1993, Governor James B. Hunt Jr. and the North Carolina general assembly passed legislation creating the Smart Start program to ensure that every child should come to school healthy and ready to learn. Smart Start provides high-quality comprehensive early childhood education, family support, and health care. The state invested $57 million in Smart Start in 1995, and the private sector contributed over $14 million in funds and services. Established as a discrete part of the Smart Start initiative to ensure the availability of high-quality day care, the Teacher Education and Compensation Helps project has emerged as a nationally recognized model, using training in child development to improve child care program quality and to reduce the chronic shortage of skilled caregivers. Nearly 2,000 teachers, program directors, and family child care providers have completed the training. Participants in the program receive higher pay and their job turnover rate is far lower than that of most child care workers in the state. The North Carolina Partnership for Children manages the project and provides matching funds.

The Department of Human Sciences offers competitive programs of study leading to Bachelor of Science degrees in Family and Consumer Sciences, Birth Through Kindergarten Teacher Education (B-K), Family and Consumer Sciences Education. Experiential learning is utilized in each program to include diverse, multi-cultural, and interdisciplinary perspectives of
family studies.
The degree in Family and Consumer Sciences offers three areas of specialization; Child Development and Family Relations, Foods and Nutrition, and Textiles and Apparel. The program of study in Child Development and Family Relations prepares students for working effectively with individuals and families in a variety of contexts. The students gain experience in the analysis
and application of theories with implications for life span development. Preparation in this field leads to employment in the areas of preschool programs, youth programs, family resource centers, and child care resource and referrals agencies, social services, research, government agencies, Cooperative Extension services, industry, and graduate studies in many related disciplines.
The concentration in Foods and Nutrition offers courses of study in dietetics and institutional management with supporting courses in biology, chemistry, and business. The Dietetics program is approved by the American Dietetic Association (ADA). Students who successfully complete the program become eligible to apply for dietetic internships. Students completing four years in dietetics can work in health departments, WIC, food research, food production agencies, etc. The focus on Institutional Management prepares students for employment in school and commercial food service management.

What is an IDA?

Individual Development Accounts are dedicated savings accounts, similar in structure to Individual Retirement Accounts (IRAs), which can only be used for purchasing a first home, education or job training expenses, or capitalizing a small business. IDAs are typically managed by community organizations and accounts are held at local financial institutions. Contributions for lower income participants are matched using both private and public sources. Additionally, all participants receive economic literacy training that includes workshops like cleaning up one's credit, setting up a budgeting and savings schedule, and other basics of money management.
Current income maintenance policy raises people to the poverty line, leaving them only one sickness, one accident, or one divorce away from poverty. While providing food, shelter, and clothes to low-income families is imperative, this aid alone will not produce viable escapes from poverty. Washington University Professor Michael Sherraden notes, "income may feed people’s stomachs, but assets change their head"

Survey of Where NCHC Children's Parents Work
This survey was done at the request of the NC General Assembly. The 100 county Departments of Social Services were asked to count the number of children whose parents worked in 14 different types of employment (a 15th public schoolswas added later when it was discovered that public school employees do not count themselves as either state or county employees). That information was compiled by the NCHC Coordinator and entered into the attached chart. In the survey document, whenever the field is blank, the county did not provide the information.

The benefits covered by NCHC are the same as the benefits covered by the State Employees Health Plan. Move More: North Carolina's Recommended Standards for Physical Activity in School were unveiled Friday, August 26, at Carroll Middle School in Raleigh.
The "Move More School Standards" provide recommendations on ways students, families, principals, teachers, school staff, school board members, superintendents and community leaders can make school a place that supports and encourages physical activity and physical education. Students need both physical activity throughout the day and physical education classes to adopt and maintain an active lifestyle.
The "Move More School Standards" were jointly released by the N.C. Division of Public Health, N.C. Department of Public Instruction, N.C. Healthy Schools and N.C. Cooperative Extension Service. These organizations collaborated to develop the "Move More School Standards," a companion to the "Eat Smart School Standards" released in May 2004.
Though the implementation of the "Move More School Standards" is voluntary, local education agencies can use the recommendations to craft physical activity policies that will contribute to students' well being and health.
