Head, Department of Marine, Earth, and Atmospheric Sciences, NC State University From the State Climatologist... The State Climate Office (SCO) of North Carolina welcomes Dr. John Fountain, the new Head of the Department of Marine, Earth, and Atmospheric Sciences, and looks forward to continuing collaboration with the department. Several important developments have occurred since the last formal newsletter. UNC President Molly Broad inaugurated the NC ECONet on October 26, 2001 during the 25th Anniversary celebrations of the SCO. Chancellor Mary Anne Fox welcomed the guests and announced the partnership between the SCO and the NWS in developing enhanced seasonal forecasts for NC. Drought was a major focus of the SCO for the past year with our participation in the NC Drought Monitoring Council and over 100 media contacts across NC. A Drought Conference was conducted on July 12 on Centennial Campus in collaboration with the NC Drought Monitoring Council to create public awareness.

Counseling Service
A major role of the counseling staff at Nash Community College is to assist students in making the transition to college. Counseling services are available to all current and prospective students, and students are encouraged to visit a Counselor’s office any time a question or problem arises which could impact the students progression in their program of study. Students are seen on an individual, first-come, first-served basis. However, appointments are welcome. Counselors provide academic counseling, placement testing, student orientation, and referral services. Students have the opportunity to discuss their interests, aptitudes, and vocational goals with a counselor in an attempt to facilitate the student’s selection of their educational program of study. Nash Community College counselors are dedicated to meeting the needs presented by the students, and therefore various workshops may be designed and conducted by the counseling staff throughout the academic year.

Board Structure and Operations
The Rowan-Salisbury Board of Education is a body corporate as prescribed in the General Statutes of the State of North Carolina (Article 5, Chapter 115, Section 21-27). The statutes give the Board responsibility for general control and supervision over all matters pertaining to the public schools in the Rowan-Salisbury Administrative Unit. The Board is the policy making body. It assigns administrative responsibilities to the Superintendent and, through him, to the school staff.

TWO NORTH CAROLINA UNIVERSITIES and the state's community college system have begun planning facilities and programs for training the state's biomanufacturing and related pharmaceutical and chemical work force after receiving a $64.5 million commitment in August from the Golden LEAF Foundation and the biomanufacturing industry. North Carolina State University North Carolina State University (NCSU) in Raleigh will receive $36 million to build and equip a Biomanufacturing Training and Education Center (BTEC). The BTEC will be a total of about 55,000 net square feet, with 35,000 square feet in lab teaching and education space.

This Old School

Every year, third-grade teachers at Woodstock Elementary School, in Woodstock, Connecticut, take their students back in time to the 1800s. They move to a one-room schoolhouse, dress in period clothing, adopt old-fashioned names, and learn the traditional way by rote or on a chalkboard. Hip-Hop High
Alan Sitomer, an English teacher at Lynwood High School, in Lynwood, California, had an epiphany one night. "I was focusing on Thomas's line 'Do not go gentle into that good night,'" he recalls, when he was struck by a novel idea: Why not compare Dylan Thomas to someone many students consider a modern-day poet: the late Tupac Shakur? The comparison may seem far fetched, but the integration of hip-hop and poetry has captivated Sitomer's students.

Executive Summary
New Hanover County is 199 square miles and is the second smallest county and the second most densely populated county in NC. The county seat is Wilmington a 250-year-old port city, nestled between the Cape Fear River and the Atlantic Ocean. The city's riverbanks boast a major container seaport, a historical district and the Battleship North Carolina. The county contains miles of beaches (Wrightsville, Carolina, Kure) with the NC Aquarium and Fort Fisher located at the southern end. Less than 5,000 acres of farm land is left and much of that is not in production. Dave is an Embedded Systems Software Engineer, with 15 years combined experience in various areas, from Security-Access to Datacom/Telecom. He and his wife, Diana, moved to the beautiful state of North Carolina in 1998, and live in Cary. He currently works for Taproot Systems, Inc. in the area of Cellular and WiFi technologies development. Dave was Chairman of the Palm Beach Section, IEEE, in 1998 prior to moving to NC. He has been involved in the Eastern NC Section since moving to the area, holding previous positions of Public Relations Chair, Vice-Chair, and most recently, Section-Treasurer. He earned his Bachelors in Engineering Technology from the University of South Florida in Tampa, FL; and Masters in Computer Science from Florida Atlantic University in Boca Raton, FL. Dave finds supporting the local IEEE section to be an excellent way to meet interesting people, stay connected, keep up to date, and help the local community
