Professional Development Systems:
A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach. Committee members and visitors introduced themselves. The minutes of the 2001 Annual Assembly Meeting were reviewed and approved.
Old Business:
Dale Fleeger reviewed the TLA 2002 Pre-Conference Program, "Teaching on the Web" and Conference Program, "Videostreaming Content." Both events were held in the auditorium and instruction lab at the Dallas Public Library; the pre-conference was well attended while the conference program was not as well attended as hoped. He believed this was due to the fact the conference program followed the opening general session with Robert Caro. Those attending both sessions appreciated the content and came away with practical ideas to use. Financial Statement - The committee reviewed the current financial statement. Dale reported the 2002 Pre-Conference sponsored with the Continuing Education Providers Interest Group generated $1900 of income which is in their account since committee funds do not roll over from year to year.
