And I want to thank some of our fellow citizens for agreeing to join me up here on the stage. It's not easy, frankly, to go from kind of a quiet civilian life to agree to sit up here with the President and all the cameras. (Laughter.) But I think you're going to find this to be a very interesting dialogue about Social Security. I've got some things I want to say before we talk about Social Security. First, I send greetings from Laura. (Applause.) On the way out she said, when you get down to North Carolina, tell everybody hello, and make sure that the panelists get to talk. (Laughter.) She knows me well. (Laughter.)

History of Tobacco Regulation*
*This section is based in part on a paper prepared for the Commission by Jane Lang McGrew, an attorney from Washington, D.C.
Since 1613, when John Rolfe introduced a successful experiment in tobacco cultivation in Virginia (Morison, 1965 : 52) the leaf has assumed major social, industrial, economic and medical implications. Consequently, persons concerned with tobacco on a commercial or personal basis have been subject to a variety of different regulations over the past 360 years.
Tobacco has been attacked by social observers and medical authorities for the damage it has allegedly done, to the social and physical condition of man. Yet it has also provided a substantial source of revenue to the state and Federal governments of the United States. As is now the case with alcohol, tobacco has long been subject to regulatory controls over the quantity and quality of production. On the other hand, sumptuary laws affecting tobacco have been far fewer-and weaker-than those aimed at alcohol. In fact, there has never been a time when tobacco was prohibited throughout the United States although consumption under certain circumstances has been forbidden at various times in different jurisdictions. Tobacco-associated today with smoking of cigarettes, and to a lesser extent, of pipes and cigars-has been popular at times for both snuffing and chewing. Indeed, until about 1870 cigarettes were relatively rare in the United States, and almost all tobacco consumed domestically was chewed during the mid-19th century (Gottsegen, 1940: 9-10).

Imagine how many times you drive past something interesting without even knowing it. On quiet suburban hillside streets south of Business 40 in Winston-Salem, you find neighborhoods of modest family houses as you do throughout the South. And you'd no doubt drive past William Fields' house with no more than a glance at the slightly more gracious porch thick with potted plants. Yet, if you did go inside the house Fields grew up in and returned to 15 years ago, you'd find rooms packed densely with altars, mantles crowded with Buddha-figures, walls covered with paintings. William Fields was born in Winston-Salem in 1940 and has lived there for a good portion of his life. He is a modest man with a pleasant Southern gentility who has quietly pursued a career in the arts 40 years (including teaching stints at the North Carolina School of the Arts and in South Carolina at what is now the Gibbs Museum of Art). In the last five years, his work has gained wider attention; it was included in the American Visionary Art Museum's 2002 High on Life show, and he has shown in the Luise Ross Gallery in New York. Currently, five of his pastel and colored-pencil works hang in the
