Family Child Care Homes
A family child care home license is issued to providers who meet the following requirements: Effective January 1, 1998, new home providers must be 21 years old with at least a high school education or its equivalent. They must be mentally and emotionally capable of caring for children and must undergo a criminal records background check. Effective March 1998, all household members over age 15 who are present in new family child care homes when children are in care must also undergo a criminal records background check. All family child care home providers must have some training in child development and CPR each year. They must also have first aid training every three years. All family child care homes must meet basic health and safety standards. Providers must have a copy of children's health forms on hand. They must provide age-appropriate toys and activities, as well as nutritious meals and snacks, for the children in care.

The U.S. Food and Drug Administration (FDA) provides regulatory guidance to states and territories regarding foodservice establishments. Foodservice establishments include restaurants, bars, school cafeterias, nursing homes, hospitals, and day care centers. The document that FDA authored to guide foodservice regulations is called the Food Code. FDA cannot mandate adoption only the legislature in each state and territory can decide that. However, FDA actively supports and promotes the adoption of the Food Code by states and territories as the basis for their foodservice establishment regulations. The first copy of the Food Code was released in 1993 and every other year since then a new and revised copy has been issued. In 2003, a supplement rather than a completely new version of the Food Code was released. The 2001 version of the Food Code and the 2003 supplement are both available at: http://www.cfsan.fda.gov/~dms/foodcode.html
Status of Food Code Adoption
In 2003, the Association of Food and Drug Officials (AFDO) conducted a survey of all states and territories to determine which have adopted the Food Code. AFDO reported that 43 of 56 states and territories (77%) have adopted laws patterned after the 1993, '95, '97, '99, or 2001 versions of the Food Code. Those 43 states and territories represent 76% of the US population. In two of the 43 states, Connecticut and Virginia, one of their two agencies have pre-1993 codes and both are in the rule-making process to adopt either the 1999 or 2001 editions of the Food Code. In North Carolina, most foodservice establishments are inspected four times per year. The frequency of inspection is dependent on the type of establishment. The NC Foodservice Rules Governing the Sanitation of Foodservice Establishments (15A NCAC 18A . 2600) provide clear guidelines about how an inspection should be conducted. Inspections are conducted by Environmental Health Specialists (EHS) authorized by the State of North Carolina to conduct a foodservice inspection. Upon entry into the foodservice establishment, the EHS should identify themselves and their purpose in visiting the establishment. The EHS should ask to see the responsible person and invite that individual to accompany him or her during the inspection. If no employee is identified as the responsible person, the EHS can invite another employee to accompany them on the inspection. Summary
Actions to downsize government and increase efficiency dominated the legislative agendas of SREB states in 1995, and schools and colleges in many states found themselves accepting more freedom and flexibility in return for more accountability.
It was also a belt-tightening year across the region. In most states, education budgets grew less than they did one year ago. Increases to elementary and secondary education budgets for 1995-96 are lower in nearly every SREB state, while higher education budget increases are lower in two-thirds of the states. Pay raises for school teachers and college faculty are also generally lower.
Despite the slowdown in the growth of public college and university budgets across the region, tuition increases for in-state students were generally modest. A few states saw increases as high as 7 percent, but more states held tuition steady.
Three SREB states passed charter school bills designed to encourage more educational innovation. Most other states considered such bills or agreed to study the concept further.
Higher education budgets
Higher education budget increases in the SREB states ranged from about 1 percent to 9 percent. Increases of less than 4 percent were approved in Kentucky, Louisiana, Maryland, Oklahoma, South Carolina, and Virginia. Four-year colleges in North Carolina and Tennessee institutions will operate at about last year's funding level. Colleges in Georgia will see the greatest boost at 9 percent. Budgets in Arkansas, Florida, Mississippi, Texas, and West Virginia are up 6 to 8 percent. Funding in Alabama will decline 7.6 percent.
