The statutes are Article 39 115C-547 through 115C-565, which state:
  • "Home school means a nonpublic school in which one or more children of not more than two families or households receive academic instruction from parents or legal guardians or a member from either household." A home school must meet the following requirements: a) operate for a nine calendar month school term (doesn't say which months) b) keep attendance records and disease immunization records c) send a letter of intent to the director of the Division of Non-public Education of their intent to operate and include name and address of the home school, the home school's owner, and the "chief administrator".

    Below are the four state laws that refer to home schooling in the State of Rhode Island: Compulsory attendance laws: 16-19-1 Attendance required - Excuses for nonattendance TITLE 16 Education CHAPTER 16-19 Compulsory Attendance SECTION 16-19- (b) Every child enrolled in school who completes or has completed sixteen (16) years of life and who has not yet attained eighteen (18) years of age shall regularly attend school during all the days and hours that the public schools are in session in the city or town in which the child resides unless the person having control of the child provides written permission to the school department of the city or town to terminate the child's enrollment. Provided, however, that nothing in this subsection or in subsection (a) of this section shall prohibit or limit cities or towns from enacting programs of early intervention and/or mediation in an effort to address the problems of students who are habitually late or absent from school.

    Cooperative Education (co-op) is a structured academic program designed to enhance the quality and breadth of learning by providing qualified undergraduate and graduate students the option of integrating academic study with related, work based learning. Students enroll in alternating semesters of full-time study and full-time, paid employment. The awarding of a Cooperative Education Program Certificate requires a minimum of twelve months of full-time work and fulfillment of additional program requirements including degree completion. Engineering graduates may use the co-op work experience toward professional engineering license requirements. NC State's Co-op Program has received accreditation by the Accreditation Council for Cooperative Education.

    General Legislative Provisions
    This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. NC State Superintendents 1852-Present The Colonial Period Throughout the colonial period, the provincial government accepted no responsibility for education. The meager educational opportunities which did exist resulted primarily from the efforts of religious leaders of the Anglican, Presbyterian, Quaker, and Moravian churches and from private tutors employed by a single family or several families in a cooperative undertaking. Literate parents sometimes taught their own children and, perhaps, the children of neighbors. A few affluent parents, mostly plantation owners and merchants, sent their children to England for further education beyond that provided by tutors. In a very few instances, in early population centers like Edenton and New Bern, schools with several teachers were established. A state highway historical marker in Elizabeth City reads "First School. Charles Griffin Taught In This County, the First Known School in North Carolina, 1705-1708." These early schools in Pasquotank, Chowan, and Craven were the exceptions rather than the rule.
