As the parent of a child who is suspected to need or is identified as needing special education, you have certain rights which are guaranteed by state and federal laws. Those laws require parents to be fully informed of all available procedures relating to the identification, evaluation, placement, delivery of services, educational records, and resolving complaints. The purpose of this handbook is to provide you with information about your rights, the rights of your child, and the responsibilities of the local education agency (LEA) toward meeting the special needs of your child. The term LEA means any school program conducted by a public agency and approved by the North Carolina Department of Public Instruction. In North Carolina, this includes county, city, and charter schools. Charter schools are public schools and must follow the same regulations and procedures as other public schools regarding students with disabilities. English

Resources for Parent Educators
Parent education has evolved from a didactic teaching model to a relationship and support model. In my work as an Intensive Family Services counselor, I am able to design an individualized parenting skills training for each client. To enhance the effectiveness of group training, parent educators may include support elements in their program. Three Elements of an Effective Parent Education Program
  • Direct Instruction
  • Small Group Support
  • Outreach and Follow-Up
  • Parenting education is often part of a coordinated family intervention. I like to keep a sign-up sheet on my office door that parents can sign to see me individually after the group session. It is helpful to include paraprofessionals in the group. These important team members provide transportation, home visits, and informal support to parents. Cultural similarities between professionals, paraprofessionals and the families can mean the difference in an effective, supportive program and one that is distant and irrelevant to families.

    Programming for Moore County

    Abstract: To identify what parents of young children need to prepare their children for school, a Family Outreach Study was conducted by the Moore County Center of the North Carolina Cooperative Extension Service. It was found that parents of young children sometimes feel they do not have the resources, support, nor skills to fulfill their role. It was also observed that although parents are motivated and have the desire to make changes for their children, they sometimes lack the skills and resources to take action. To address the needs identified in the Family Outreach Study, Parent Centers and the Parent Leadership Institute were implemented. Educational information and support for parents in Moore County has been fragmented in its approach to reach parents and to meet their needs. Through the years there have been parenting workshops for social service-referred and court-referred parents. There have been preschool story hours for parents of young children, and countywide health fairs to screen young children for delays. There has not been an overwhelming response by parents to either attend educational workshops or readily request information concerning their children. The goal, however, of Moore County parenting education programs is to motivate parents to attend educational workshops and to ask for information that could build their knowledge and skills in nurturing appropriate growth of their children.
