Current light-rail proposals in North Carolina are being built to serve less that 1 percent of the commuting population. The cost ranges from $370 million for 10 miles in Charlotte and $888 million for 34 miles in Raleigh are ridiculous compared to building and maintaining roads. But the money for light rail will come from the same pool of money to build and maintain local roads.

Cooperative Education (co-op) is a structured academic program designed to enhance the quality and breadth of learning by providing qualified undergraduate and graduate students the option of integrating academic study with related, work based learning. Students enroll in alternating semesters of full-time study and full-time, paid employment. The awarding of a Cooperative Education Program Certificate requires a minimum of twelve months of full-time work and fulfillment of additional program requirements including degree completion. Engineering graduates may use the co-op work experience toward professional engineering license requirements. NC State's Co-op Program has received accreditation by the Accreditation Council for Cooperative Education.

POPULATION
The summer population varies due to the many second home owners. Estimates range from 20,000 to 30,000. The year around population is about 3,000 for the mailing area of Highlands and Scaly Mountain.
STATE SALES TAX
A North Carolina sales tax of 7% is charged on all purchases. Accommodations charge 7% plus 3% Occupancy Tax.
STATE INCOME TAX

Highlands is governed by a Mayor and a Board of Commissioners. They meet the first and third Wednesdays of each month in the Conference Room upstairs in the Town Hall. All meetings are open to the public with the agenda being posted in the lobby of Town Hall. Town officials may be contacted through Town Hall (828) 526-2118.

LAND USE REGULATIONS If you are interested in adding to or remodeling your residence, you should be aware that the Town of Highlands enforces a Zoning Ordinance which regulates setbacks and size of residential buildings. Commercial activities are generally not permitted in residential neighborhoods. Construction of any kind requires a Zoning Certificate and a Building Permit from Macon County.

History
Private higher education in North Carolina has a long history and traces its beginnings to 1772 and the founding of Salem College , one of the earliest colleges for women in the United States. Louisburg College , which was chartered in 1787, is our second oldest institution of private higher education. The decade of the 1830s witnessed a flourishing of private colleges in North Carolina Wake Forest in 1834 and Davidson College and Guilford College in 1837, while both Duke University and Greensboro College trace their beginnings to 1838. These schools were founded by private citizens determined to spread the benefits of higher education to North Carolina. Twenty of our current private colleges or their predecessors were operating in the state by 1877. GO to top
Today North Carolina has the following 36 independently controlled colleges and universities accredited by the Southern Association of Colleges and Schools. These institutions are affiliated with 14 different religious denominations and enroll over 60,000 students. They confer nearly one-third of the bachelor's degrees awarded in the state each year and over half of the state's degrees in law and medicine.

The Commission consists of nine volunteer members appointed by the Governor and General Assembly. At least three members must be real estate brokers or salespersons, and at least two "public members" must not be involved in the real estate brokerage business. The Commission is responsible for policy-making with regard to licensing and regulatory matters governing North Carolina real estate agents. Also conducts hearings and takes disciplinary action against licensees for violations of the Real Estate License Law and Commission rules.

    Founded in 1902, Barton College is a fully accredited, four-year, private, co-educational, liberal arts college. Located in Wilson, N.C., Barton welcomes approximately 1,300 students from 31 states and 16 foreign countries to a campus of 25 buildings on 65 acres.       • For face-to-face curriculum-based instruction
      • Demonstrations of how to create multimedia productions
      • Presented at conferences (but you may not share copies of the actual production)

      • Kept for only 2 years
    • Fair use ends when the multimedia creator loses control of his product's use, such as when it is accessed by others over the Internet.
