October 2002 - Feature
By Catherine E. Brawner, Sarah A. Rajala, Thomas K. Miller III, Harish P. Cherukuri, Cheryl Alderman and Ronald K. Ingle Distance education supports the Two+Two programs in the larger disciplines, namely electrical and computer engineering, mechanical engineering and civil engineering. Courses offered include statistics, engineering dynamics, electric circuits, an introduction to logic design, and solid mechanics. Students interested in other disciplines, such as chemical engineering, complete their general education requirements during the first two years, and then transfer for all of their engineering coursework and the completion of their degree. Virtual Classroom Model Courses in the program are delivered using a virtual classroom model, which attempts to replicate a traditional classroom. This means that professors and students can interact during class and office hours. The original concept was to provide classes in an entirely synchronous mode. However, scheduling quirks - all campuses have different semester schedules - and natural disasters - Hurricane Floyd and its ensuing floods caused LCC to close for three weeks in 1999 - made us quickly realize the need to archive lectures for later delivery.

FRIDAY A political action committee calling itself Citizens for Higher Education seeks to redefine and reduce the established authority of the Board of Governors of the UNC system. At issue is the authority to make critical policy decisions for the University of North Carolina at Chapel Hill and for N.C. State University at Raleigh. These two campuses are “major research universities.” It is the contention of the PAC that, as a multi-campus governing board, the Board of Governors will set policies that are inherently not best for research universities, and so Carolina and State must be set apart, free to have their policies determined in part by the influential leaders of the Citizens for Higher Education. If the research universities are left to remain in a system composed of all of the state’s public universities, the PAC reasons, they will descend into mediocrity. Some who speak for the PAC have said they do not intend to break up the multi-campus system, but rather only to take key powers from it. Does the greatness of our research universities depend upon their being effectively detached from the multi-campus system created by the General Assembly in 1971? Further, what of the other 14 state universities? Will their best interests be served by weakening the Board of Governors?

North Carolina College Transfer Guide for Students What is the Comprehensive Articulation Agreement?
The North Carolina Comprehensive Articulation Agreement (CAA) is a statewide agreement governing the transfer of credits between N.C. community colleges and public universities in North Carolina, and has as its objective the smooth transfer of students. This agreement has been approved by the Board of Governors of the University of North Carolina and the N.C. State Board of Community Colleges. The CAA provides certain assurances to the transferring student. For example, the CAA identifies community college courses that are appropriate for transfer as electives. It also specifies courses that will satisfy pre-major and general education requirements. The CAA defines a 44-semester credit hour general education core which, if completed at the community college, is fully transferable to UNC institutions and will satisfy general education requirements. This means that a transfer student who completes the general education core at a North Carolina community college will not be required to take other general education classes at a UNC institution even if his/her 44-semester credit hour core does not completely match the university's. Students should be aware that some universities have graduation requirements that transfer students must satisfy - such as physical education or a foreign language.
