ARTICLE IX EDUCATION Section 1.  Education encouraged. Religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools, libraries, and the means of education shall forever be encouraged. Sec. 2.  Uniform system of schools. (1)        General and uniform system: term.  The General Assembly shall provide by taxation and otherwise for a general and uniform system of free public schools, which shall be maintained at least nine months in every year, and wherein equal opportunities shall be provided for all students. (2)        Local responsibility.  The General Assembly may assign to units of local government such responsibility for the financial support of the free public schools as it may deem appropriate.  The governing boards of units of local government with financial responsibility for public education may use local revenues to add to or supplement any public school or post-secondary school program. Sec. 3.  School attendance. The General Assembly shall provide that every child of appropriate age and of sufficient mental and physical ability shall attend the public schools, unless educated by other means. Sec. 4.  State Board of Education.

Location/Map The museum is located in downtown Raleigh, between the Capitol and the Legislative Building, at 5 East Edenton Street. The main entrance faces Bicentennial Plaza pedestrian mall linking Jones and Edenton Streets. From the North or East: Take the Capital Boulevard exit off I-440 north of Raleigh. Follow the Capital Boulevard (Downtown) designation. Continue south approximately two miles and turn left onto Jones Street. Go three blocks. The museum is on the right. From the West or South: Off I-440, take the Person Street exit. Proceed north for two miles. Turn left onto Edenton Street. Go three blocks. The museum is on the right. The North Carolina Community College System
The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market. The Beginnings
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

Weekend College at Barton
Weekend College is offered through our Office of Lifelong Education and Extended Programs to provide an educational alternative to men and women 22 years of age or older who work or have other commitments and who are unable to attend academic courses that are offered at traditional times during the week. This format is a means by which these students may earn a baccalaureate degree, update or gain skills for professional advancement, prepare for career change, or pursue personal interests in one or more of the liberal arts and/or professional programs. Weekend College offers working adults an opportunity to study with other adults who have similar interests and lifestyles and who are equally motivated to pursue their education.

The NCDOT Division of Aviation, Safety and Education Section, is dedicated to keeping North Carolina "First in Flight" and "First in Safety." by promoting environmental education and an annual statewide cleanup.

Keeping It Clean
North Carolina Big Sweep was founded as Beach Sweep in 1987 by Dr. Lundie Spence of the North Carolina Sea Grant College Program. In that seminal year, the Sweep was nothing more than a hastily-planned coastal cleanup. However, our success that year, attracting over 1,000 volunteers and collecting over 14 tons of debris, allowed the Sweep to grow and rapidly expand inland. In 1989, our public-private partnership officially became Big Sweep, the nation's first statewide waterway cleanup . Since our founding, North Carolina Big Sweep has had more than 200,000 volunteers and collected over seven million pounds of trash from North Carolina watersheds. North Carolina Big Sweep, Inc. is the 501(c)(3) nonprofit organization that plans and coordinates The 2005 North Carolina Big Sweep. We are involved in several stewardship projects, including the Pier Litter Educational Campaign; and we have been commended by the North Carolina Coastal Resources Commission for successfully completing 12-month Adopt-A-Beach pilot program and hope the legislators agree with the Commission's recommendation to continue and expand the Adopt-A-Beach program.
