Research shows that students better absorb and retain math, science, language arts, and other skills that incorporate their immediate environment and use all five senses (Lieberman and Hoody 1998). Once we accept that education naturally occurs both indoors and out, the term "outdoor learning" will begin to seem as strange as the never- used "indoor learning." Thoughtful and imaginative teamwork by designers, teachers, students, facilities personnel, and parents can develop a new or existing school site's full potential in ways that create:
This publication covers the planning and design of school grounds for outdoor learning in new and existing K through 12 facilities. Curriculum development as well as athletic field planning and maintenance are not covered although some references on these topics are provided.
Educators have used the outdoors for teaching, gardening, and physical education for more than 100 years. Interest in outdoor learning ebbs and flows, but a heightened international awareness of outdoor learning exists today.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Crime Commission adopts resolution to ask Congress to restore federal justice funds . At it's quarterly meeting March 9th, the Governors Crime Commission unanimously adopted a resolution urging Congress to restore justice funding to FY 2003 funding levels. They further encourage all agencies adversely affected by the FY 2005 budget cuts to US Department of Justice funding to contact their Congressional Representatives in an effort to preserve current criminal justice programs. Congress is due to vote on the FY 2006 budget resolution Friday March 18th. InfoTech and Evalutech
Reviews of educational software, books, and Web sites are produced regularly by the Evaluation Services staff, and by North Carolina educators who have received intensive training in the evaluation process. These reviews are published in InfoTech , a print publication that is sent periodically to the media coordinator/librarian of each school in the State. InfoTech serves as an important guide for the purchase of instructional materials by ensuring that tax dollars will be spent on high quality materials that support the North Carolina Standard Course of Study . The reviews are also available in EvaluTech, an online database sponsored by the Southern Regional Education Board. Evalutech won the EdNET 2001 Pioneer Award for "...significant contributions to the growth of educational technology...".

Fourth Memoranda of Decision–Judgment Leandro vs. State of North Carolina Leandro has a long, complicated history in North Carolina courts. Superior Court Judge Manning issued four Memoranda of Decision; the North Carolina Supreme Court also issued a decision. Originally filed in January 1995, the Leandro case centers on three questions: Is there a baseline level of education to which all children in North Carolina are constitutionally entitled, and if so, what is it? Who is responsible for providing this baseline level of education? and Upon answering the former two questions, what are the parameters that the constitutionally responsible party must respect in providing the baseline level of education? The Supreme Court remanded the case and instructed the Superior Court to rule against the State contingent on evidence “to the effect that defendants in this case are denying children of the state a sound, basic education.” At the Superior Court level, all parties agreed that End-of-Grade (EOG) and End-of-Course (EOC) testing was an appropriate measure to determine whether the

NC State Superintendents 1852-Present The Colonial Period Throughout the colonial period, the provincial government accepted no responsibility for education. The meager educational opportunities which did exist resulted primarily from the efforts of religious leaders of the Anglican, Presbyterian, Quaker, and Moravian churches and from private tutors employed by a single family or several families in a cooperative undertaking. Literate parents sometimes taught their own children and, perhaps, the children of neighbors. A few affluent parents, mostly plantation owners and merchants, sent their children to England for further education beyond that provided by tutors. In a very few instances, in early population centers like Edenton and New Bern, schools with several teachers were established. A state highway historical marker in Elizabeth City reads "First School. Charles Griffin Taught In This County, the First Known School in North Carolina, 1705-1708." These early schools in Pasquotank, Chowan, and Craven were the exceptions rather than the rule.
