fter three decades of legislation and litigation, America's public schools are opening their doors to children with disabilities. Inclusive schools are becoming the norm, and equal educational opportunity is now the right of every child. Successfully preparing children who are disabled in company with their nondisabled classmates for full participation in American society first requires that we make our schools accessible. Appreciation of both the context and the complexity of accessibility should inform the efforts of all engaged in the development and operation of our schools. Accessibility's goal is larger than building barrier-free structures, and its achievement is far more challenging than simply adhering to standards and codes. The following discussion, focusing on accessibility as it applies to school facilities, is intended to provide a systematic overview of issues bearing on what is recognized by many as a formidable endeavor. Historically, the educational experience of children with disabilities was characterized by neglect, inequity, and mistreatment. "Prior to the 1970s, most physically and mentally disabled students were, in fact, excluded from public schools or were not identified as disabled" (Otto 1998, p. 9). Where programs and facilities did exist to serve disabled children, they tended to be centralized and segregated. While the educational advantages of neighborhood schools were touted on behalf of able-bodied students, those with disabilities were often bussed en masse to special schools.

    Special Education Reforms: Frequently Asked Questions
    We realize that many of you have questions about how things are changing and what is staying the same. To help answer some of those questions, we've compiled a list of questions regarding special education that we hear frequently from parents and members of the community. Q. How will the reforms reorganize Special Education personnel? The Children First reforms will reorganize Special Education personnel in ways designed to redirect resources to the schools - where education takes place. The overall number of Committees on Special Education (CSEs) will be reduced from 37 to 10 to align the CSEs with the school system’s new structure of 10 Instructional Leadership Divisions. The Department is improving the evaluation process by finalizing all evaluations at the child’s community school which will ensure that evaluations include the school staff that knows each child best as well as eliminate duplicative meetings at the district level. This restructuring of the evaluation process will also enable the Department to transfer district-level clerical staff and speech evaluators to schools where they will contribute to the education of special needs children. At the school level, this increase in clerical support will ensure the timely processing of the paperwork associated with evaluations.

    A. Your first steps to finding a college that's right for you are the same as for every other student.
    Think about your interests, both in school and out of school what do you like, what don't you like? Think about what you've done in high school what do your high school experiences mean to you? Do you want your college experience to be the same, or different? How? In looking at colleges, you need to know as much as possible about who you are, and how you look at the world this is a very important area.
    The next few questions can help shape your search as well. If you've given any thought to what you'd like to study in college, or what part of the country (or the world) you'd like to study in, that can be helpful as well also, think about if you'd like to be in a big city, a small city, or nowhere near a city (or maybe that doesn't matter). To some people, the size of the college is important does that matter to you?
    In terms of scholarships and financial aid, Finaid.org has a great Web page devoted to financial aid for students with physical and learning disabilities. This page includes a list of publications you can get and other sources, including the HEATH Resource Center's publication "Financial Aid for Students with Disabilities"; to get that publication, call HEATH at 800.544.3284 (this number is voice/TTY enabled). Peterson's has a book called Scholarships, Grants, and Prizes that has a fairly good list on scholarships for students with disabilities (Nike and Nordstrom's each sponsor scholarships, for example). The book "Cash for College" recommends that you check with the rehabilitation agency in your state to find out about the resources that would be available from your state to support your efforts to go to college.
