General Terminology
The following are brief definitions of terms with their abbreviations noted that will be helpful in working with the Exceptional Children's eligibility and placement process and programs in the Stokes County Schools. More specific information each of these terms may be found in the "Procedures Governing Programs and Services for Children with Special Needs", published by the North Carolina Department of Public Instruction, Division for Exceptional Children. LEA Local Educational Agency. Each school system administrative unit is a separate LEA. LEA Rep. The representative of the LEA is a member of the school staff, other than the child's teacher, who is qualified to provide, or supervise the provision of specially designed instruction to meet the unique needs of children with disabilities. The LEA Rep is knowledgeable about the general curriculum and the availability of resources of the local educational agency. SAT School Assistance Team, a team at the school level that assists teachers in developing intervention strategies within the regular education program for students experiencing difficulties. The SAT may then refer a student to an IEP team for consideration for evaluation if the interventions tried are not successful within the regular classroom. As the SAT is a part of the regular education process, it performs as a separate group from the IEP Committee. The referral process for the exceptional child, with its required 90-day timeline, begins with the referral (DEC 1) to the Referral Coordinator/Case Manager. The SAT process is a regular education process and EC teacher involvement should be kept to a minimum.

It examines the authority of the state to compel school attendance, regulate the content of the curriculum and control the behavior of students and their teachers. It also covers school desegregation, school financing, and special education for the handicapped. AIDS Legal Assistance Project: Clinical course in which students represent persons with HIV/AIDS under clinical faculty supervision. Students are trained in estate planning, guardianship and Social Security disability law, as well as in clinical skills such as interviewing, client counseling, document drafting, and administrative trial skills.

FOREWORD FOREWORD North Carolina has had a Standard Course of Study since 1898. Since that time, the curriculum has been revised periodically to reflect the changing needs of students and society. The most recent total revision of the state curriculum occured in 1985. The 1985 Standard Course of Study reflected the knowledge, skills, and attitudes needed to function effectively in an industrial age. It also included efforts to develop mature thinkers and problem solvers. In the years since 1985, we have witnessed a dramatic shift in the needs of business and industry, and society in general. These changes have been collectively heralded as the information age. The 21st century will bring new challenges in preparing students for the demands of an information age. While students must attain enabling skills such as reading, writing, and computing, they must also attain the new basics which include creative thinking and problem solving, interpersonal skills, negotiation and teamwork. Also since 1985, all the major content areas have developed National Standards which guide curriculum revisions. Major recent school reform efforts such as the ABC Plan with strong accountability components have necessitated an even more clearly defined state curriculum. These changes, coupled with more in-depth learning at a much higher level, provide the foundation for current revisions to the Standard Course of Study. The revisions are futuristic in outlook. They look at what students will need to know and be able to do to be successful in the 21st century.
