In their December 2000 report, they recommended that the 2001 legislature enact a statewide moratorium and conduct further study of the system's inequities. The Senate heeded the call in April 2003 and became the first southern legislative chamber to pass a moratorium bill. Though there were enough votes to pass it in the House, the Co-Speaker refused to call a vote and the bill died. Local organizers are now pursuing more city council moratorium resolutions to prepare for a renewed effort in the legislature in 2005.
