The Lure of Small Southern Towns FINDING A PLACE WITH A GENTLER WAY OF LIFE by Gerald W. Sweitzer and Kathy M. Fields Over the past half-century, the South has become a destination for many Americans seeking a good climate, a more relaxed lifestyle, and new vocational and recreational opportunities. The region’s relatively low cost of living, diverse geography, and reputation for the finest of Southern traditions—warm hospitality, old-fashioned manners, a friendly style, and a slower pace—have attracted people of all ages and income groups. The influx of newcomers is changing the look of the South, spurring not only industrial growth and economic expansion, but also opening up new cultural horizons. In the 1990s, a new trend emerged: a significant number of city dwellers moved from large cities to small cities and towns. In a press release dated June 30, 1999, the U.S. Census Bureau reported, “Smaller cities with populations between 10,000 and 50,000 grew at a faster rate than their larger counterparts....Cities with populations between 10,000 and 50,000 grew faster (8.6 percent) than any other category.” In 1997 Time magazine featured a major article entitled “Why More Americans Are Fleeing to Small Towns.” A 1997 study entitled “Futurescapes: Redefining Strategies for the 21st Century,” by ActivMedia Research LLC, predicted that during the twenty-first century global networking will send Americans out of cities and into the hinterlands, a direct reversal of the last century’s flow from farm to city.

The Crystal Coast is all of Carteret County, North Carolina. It is North Carolina’s central coast and the southern region of the barrier island system called the Outer Banks. The Crystal Coast includes Atlantic Beach, Beaufort, Emerald Isle, Morehead City, Down East villages and the Cape Lookout National Seashore.

Geography:
The Crystal Coast’s 1064 square miles is nearly half land and half water. It is composed of 531 square miles of land and 533 square miles of water.
Crystal Coast beaches face south from the southern point of Core Banks at Cape Lookout to the west end of Bogue Banks. Therefore, the sun rises, sets and tracks along the ocean beaches for the length of each day. The day-long sparkle on the ocean water gives the Crystal Coast its moniker.

    Executive Summary Childhood is a holistic process, different for each individual child. Many children do not learn effectively exclusively within a classroom. They need alternative, hands-on learning environments to match their varied learning styles. Test-driven education mandates often do not emphasize children's emotional and social needs and opportunities for creativity. This limits the develop-ment of unique talents and the fulfillment of individual lives, and deprives society of practical, problem-solving intelligence.
    City parks, greenways, and naturalized school grounds can be a crucial antidote to these unhealthy trends. They can motivate young people to learn through the natural environment (which includes learning about the natural environment), bringing environmental education into the mainstream of state-mandated instructional programs. The informal learning, non-formal programs, and formal instruction associated with parks can reinforce each other, enhancing academic achievement. Key Point #1

    Related Category: U.S. Political Geography Durham Pronunciation Key , city (1990 pop. 136,611), seat of Durham co., N central N.C., in the Piedmont area; inc. 1867. Once a major tobacco and textile center, Durham is a research and education center. Manufacturers include medical, computer, electronic, and telecommunications equipment; plastic, paper, and lumber products; and aircraft components. The area was settled c.1750. Gen. Joseph E. Johnston surrendered nearby to Gen. William T. Sherman during the Civil War. After the war the tobacco industry began with James B. Duke as the leading manufacturer. Economic growth was spurred with the establishment (1959) of the Research Triangle Park , in the triangular area between Durham, Chapel Hill, and Raleigh, which utilizes the concentration of university research talent in those three cities. Durham is the seat of Duke Univ., North Carolina Central Univ., and Durham Technical Community College. Of interest are the Sarah P. Duke Memorial Gardens and the Children's Nature Museum. The American Dance Festival is held in the city each summer.

    , Ph.D., is a professor in Urban Affairs Programs at Michigan State University and Director of the SOC Project. His current research involves measuring the health of cities and communities through assessment of their social/political fabric and infrastructure, measurement and improvement of racial/ethnic climate, and evaluation of human service and education programs. He has served as a Fulbright lecturer in Singapore and as a consultant/evaluator for numerous city, state, and federal agencies. http://www.msu.edu/user/schweit1 Annalie Campos received her Master of Resource Development and Urban Studies from Michigan State University. She has assumed a number of positions in the area of community development; primarily community organizing, and community program development and implementation in multicultural and diverse communities.     The regular meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, September 5, 2000, at 7:30 p.m.
    PRESENT: Mayor Frank Scafella, City Manager Dan Boroff, Assistant to the City Manager Jeff Mikorski, City Clerk Linda L. Little, Staff Attorney Steve Fanok and Council members Frank Salucci, Tom Bloom, Teresa Miller, Ronald Justice, Bill Byrne and Betty McClain.
    The meeting was called to order by the Mayor.
    APPROVAL OF MINUTES: Minutes from the regular meeting on August 15, 2000, were approved as corrected. CORRESPONDENCE: BOARDS AND COMMISSIONS:

    Chris Haddix, Habitat for Humanity, thanked City Council for their support and invited them to join the members of the faith community to help build homes during "Building on Faith Week" September 10-17, 2000. Mr. Haddix informed Council that there will be a Potluck Dinner at 6:00 p.m. at the Wesley Methodist Church, and the work-site is 1252 Richwood Avenue.
    SPECIAL COMMITTEE REPORTS: Councilor Justice informed Council that the Solid Waste Task Force met last week, the subcommittees will be meeting and then the task force should have a report back to Council by October.

    Linking North Carolina Web Mapping Sites Using the OpenGIS Specification
    Project Summary:
    The value of geographic information has been demonstrated in the response, recovery and mitigation activities associated with natural disasters in North Carolina. The present inability of agencies to easily and quickly find, view and share data during and after disaster events, however, remains a critical issue. This project will launch a statewide initiative of enhanced web based data sharing for disaster management. OpenGIS Web Map Server Interface protocols will be installed and tested at eight government agencies using a set of flood scenarios and three framework data themes: digital orthophotography, cadastral, and hydrography. The project lays the foundation for a future when everyone will have 24-hour access to reliable, accurate and documented geospatial data that are produced and maintained by multiple custodians.
