Proposal Requirements Submit one copy of the proposal and supporting documents in a single application package. Only one application will be accepted from each eligible institution per funding cycle. Please include the following items in the order indicated with a cover letter signed by the president, director, or equivalent official of the applicant institution:
  • A letter of certification from the Internal Revenue Service or other documentation that the institution is tax-exempt 501(c)(3).
  • An executive summary of the planned activities. The summary should not be longer than two double-spaced pages. Include the principal components of the proposed programs and describe briefly the activities that will be undertaken within each component. Provide the total budget requested for the proposed program and the amount requested for each major activity.

The Center for the Prevention of School Violence [Originally printed in Leadership '98 - North Carolina Association of School Administrators] School administrators across North Carolina have an advantage over their counterparts in many other states when it comes to figuring out the intent and meaning of safe schools legislation, planning for safe schools, and taking actions to prevent school violence. The advantage they have is the Center for the Prevention of School Violence. Originally established in 1993 as part of the Governor's Crime Commission in the Department of Crime Control and Public Safety, the Center currently exists as an interinstitutional service center in The University of North Carolina System. As such, the Center is able to emphasize its service orientation to provide assistance on all of the issues which fall under the heading of "safe schools." As school administrators know, these issues permeate the field of education today. The Center is organized into three areas: information; programs; and research. With reference to information, the Center serves as a clearinghouse for information about the problem of school violence as well as solutions to it. It houses a resource library of this information and responds to numerous information requests. It maintains a toll-free information line (1-800-299-6054) and an information-rich web site (www.cpsv.org) which recently received national recognition as a top site for learning about school violence.

The North Carolina Community College System
The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market. The Beginnings
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

Eligibility and Requirements
In North Carolina, a person is eligible to sit for the Uniform CPA Examination provided that he or she is a citizen of the United States; has declared the intention of becoming a citizen ; is a resident alien or is a citizen of a foreign jurisdiction which extends to citizens of this State like or similar privileges to be examined; is 18 years of age or over; is of good moral character ; and meets the education requirements, and if necessary, work experience requirements. The educational requirement to sit for the Uniform CPA Exam is a bachelor's degree from a college or university accredited by one of the regionally accredited associations in any subject that includes, or is supplemented by, 30 semester hours in accounting. Randolph Community College began operation in 1962 as a joint city-county industrial education center under the direction of the Trades and Industrial Division, Department of Vocational Education. The North Carolina legislature in 1963 established a separate system of community colleges and the College became part of that system.
Over the years, the College has operated under four names: 1962-1965, Randolph Industrial Education Center (RIEC); 1965-1979, Randolph Technical Institute (RTI); 1979-1988, Randolph Technical College (RTC); 1988-present, Randolph Community College (RCC). The College is approved by the North Carolina Community College System under the State Board of Community Colleges, as specified in Chapter 115D of the General Statutes of North Carolina, granting the College Board of Trustees authority to award the Associate in Applied Science and Associate in Arts degrees, vocational diplomas and certificates. Educational Efforts Pages An integral part of NC Big Sweep's mission is to educate others about the dangers of aquatic litter. If we can increase awareness of this problem, then our environmental quality can only improve. To this end, Big Sweep has developed a variety of educational resources available for use in schools and other forums. In addition to these, many organizations that are partners with Big Sweep also provide educational materials. Please be aware of the opportunities listed below, and do your part to help Big Sweep spread the word about the dangers of aquatic debris. Litter hurts not only plants and wildlife, but it hurts us, too.
  • "Don't Leave Your Butt on the Beach…or Golf Course" Pocket ashtrays and "Don't Leave Your Butt on the Beach" educational campaign in the United States was initiated by Dee Dee Whitt, an employee of R.J. Reynolds Tobacco Company and N.C. Big Sweep board member. She invited some Big Sweep board members and county coordinators to a brainstorming session to tackle the improper disposal of cigarette butts. The result was the creation of eye-catching tent cards and bumper stickers as well as handy pocket ashtrays. This nationally renowned project is still in big demand more than ten years later.
  • Plus-One Boating This brochure encourages boaters to take their trash home with them, plus one piece of trash. Those who sign the Plus-One Boating pledge will receive a free "fish stick." Link here for

FRIDAY A political action committee calling itself Citizens for Higher Education seeks to redefine and reduce the established authority of the Board of Governors of the UNC system. At issue is the authority to make critical policy decisions for the University of North Carolina at Chapel Hill and for N.C. State University at Raleigh. These two campuses are “major research universities.” It is the contention of the PAC that, as a multi-campus governing board, the Board of Governors will set policies that are inherently not best for research universities, and so Carolina and State must be set apart, free to have their policies determined in part by the influential leaders of the Citizens for Higher Education. If the research universities are left to remain in a system composed of all of the state’s public universities, the PAC reasons, they will descend into mediocrity. Some who speak for the PAC have said they do not intend to break up the multi-campus system, but rather only to take key powers from it. Does the greatness of our research universities depend upon their being effectively detached from the multi-campus system created by the General Assembly in 1971? Further, what of the other 14 state universities? Will their best interests be served by weakening the Board of Governors?
