North Carolina Leads the Nation in Public School Accountability I nitially, North Carolina school districts were held accountable for the academic achievements of their students. Implementation of the ABCs of Public Education in 1996 - 97 shifted that focus from the district level to the individual school level. Passage of the Student Accountability Standards continues the natural progression of the state's school accountability efforts by including students and parents. For the first time, North Carolina K-12 students have clear performance expectations. These standards will ensure that students can be identified when they have problems and receive appropriate and timely help, if necessary, to accelerate their skills to grade level. The Standards at a Glance The Student Accountability Standards are expectations for student achievement in all North Carolina public schools. There are two elementary standards, one middle school standard and one high school standard. They are broken down into Gateways.

Current through the 2002 Regular Session § 115C-391. Corporal punishment, suspension, or expulsion of pupils (a) Local boards of education shall adopt policies not inconsistent with the provisions of the Constitutions of the United States and North Carolina, governing the conduct of students and establishing procedures to be followed by school officials in suspending or expelling any student, or in disciplining any student if the offensive behavior could result in suspension, expulsion, or the administration of corporal punishment. Local boards of education shall include a reasonable dress code for students in these policies. The policies that shall be adopted for the administration of corporal punishment shall include at a minimum the following conditions:
  • Corporal punishment shall not be administered in a classroom with other children present;
  • The student body shall be informed beforehand what general types of misconduct could result in corporal punishment;

Dick Boyd, Former Board member, dies Our Mission To protect the life, health and property of the public through examination of applicants, education of licensees and discipline of individuals to promote quality electrical contracting in accordance with North Carolina General Statutes Chapter 87-Article 4. Our Organization The State Board of Examiners of Electrical Contractors is the State agency responsible for the administration and regulation of electrical contracting within the State of North Carolina. The Board reviews applications, administers examinations, certifies qualified individuals, issues licenses, and regulates persons engaging in electrical contracting within the State. The Board is composed of seven members who serve staggered seven-year terms. The members consist of one member from the North Carolina Department of Insurance designated by the Commissioner of Insurance; one electrical contractor member representative of the North Carolina Association of Electrical Contractors designated by the governing body of that organization; and five members appointed by the Governor: one from the faculty of The Greater University of North Carolina who teaches or does research in the field of electrical engineering, one who is serving as a chief electrical inspector of a municipality or county in North Carolina, one electrical contractor member representative of the Carolinas Electrical Contractors Association, and two public members.

What is the NCBLPC? Historical Note The Licensed Professional Counselor Act of 1993 replaced the Registered Professional Counselor Act passed by the General Assembly of North Carolina in 1983. Both of these bills were sponsored and supported by the North Carolina Counseling Association (NCCA) and its forerunners (the NC Personnel and Guidance Association and the NC Association for Counseling and Development). The North Carolina Counseling Association consists of professional counselors who practice in mental health agencies, schools, colleges, family counseling clinics, private practice, and other settings.     Gov. Easley Emphasizes Importance of NCBCE at Board Meeting
    At the August 11th NCBCE board of directors meeting, Gov. Mike Easley reiterated the important role NCBCE and its member organizations have in advancing education initiatives in North Carolina and preparing a capable workforce for the state's economic security. Easley addresses NCBCE Board of Directors Easley thanked the board members for their service and their leadership in improving pubic education. He expressed his appreciation for their hard work and support on initiatives involving teacher recruitment, teacher working conditions and reforming high schools. The governor also told members that he looks forward to continued support in the upcoming work of the Center for 21st Century Skills. The governor spoke briefly about the education budget that had passed the House and was awaiting approval by the Senate before being sent to his desk.

It is an exciting time to take on bold new initiatives in partnership with Governor Easley. For the first time in its history, NCBCE was included in the governor's budget and is beginning new work on the Center for 21st Century Skills that will be housed here at the NCBCE office. I want to thank the NCBCE board of directors, Bill McAulay and the administration for their support as I continue the education journey. As many of you know, I spent the past several months as interim superintendent of Public Instruction for North Carolina. Before that appointment, I taught education at Meredith College in Raleigh. I have also worked for a small business early on in my career.

    Establish a Center for 21st Century Skills to design curriculum, teacher training, and student assessments to support students in acquiring knowledge and skills to prepare them for further education and for the present and future workforce. The center will work closely with the New Schools Project with an initial focus on high school reform. The Center will also work with the NC Science, Math, and Technology Education Center; the NC School of Science and Math; the Board of Science and Technology; and governing boards of education (SBE, Community College, and University) to research and propose options to create new or expand existing math and science summer programs across the state and to establish regional math and science programs for high achieving high school students. The National Council of State Boards of Nursing has contracted with NCS Pearson to administer NCLEX using COMPUTERIZED ADAPTIVE TESTING. Candidates must register to take the licensure examination with NCS Pearson. If you wish to be licensed to practice nursing in North Carolina, you must complete the Application for Licensure by Examination and submit it to the North Carolina Board of Nursing along with the correct fees.     Private higher education in North Carolina has a long history and traces its beginnings to 1772 and the founding of Salem College , one of the earliest colleges for women in the United States. Louisburg College , which was chartered in 1787, is our second oldest institution of private higher education. The decade of the 1830s witnessed a flourishing of private colleges in North Carolina Wake Forest in 1834 and Davidson College and Guilford College in 1837, while both Duke University and Greensboro College trace their beginnings to 1838. These schools were founded by private citizens determined to spread the benefits of higher education to North Carolina. Twenty of our current private colleges or their predecessors were operating in the state by 1877. GO to top
    Today North Carolina has the following 36 independently controlled colleges and universities accredited by the Southern Association of Colleges and Schools. These institutions are affiliated with 14 different religious denominations and enroll over 60,000 students. They confer nearly one-third of the bachelor's degrees awarded in the state each year and over half of the state's degrees in law and medicine.
