Directions Board of Directors Services The North Carolina School Boards Association (NCSBA) was founded in 1937 by Dr. Guy B. Phillips, dean of the School of Education at the University of North Carolina at Chapel Hill. Initially, the association was housed in Peabody Hall on the UNC campus. The association offices were moved to Raleigh in 1971 to be closer to the legislature. Currently, the NCSBA is located at 7208 Falls of Neuse Road in North Raleigh. NCSBA Philosophy
  • The best way to educate the populace is through public schools. The most effective way to govern public schools is through local boards of education which are representative of the community. Members of the local boards of education make better decisions when they are educated about their roles and the issues in public education. School board members must recognize and accept the importance of their roles as educational leaders. Local boards of education are responsible for the education of all public school children.

Students in North Carolina are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
North Carolina Statute requires schools to provide instruction for students in grades kindergarten through grade nine on preventing sexually transmitted diseases, including AIDS, and other communicable diseases, as well as abstinence until marriage education. The detailed statute specifies that all schools must stress that "a mutually faithful monogamous heterosexual relationship in the context of marriage is the best lifelong means of avoiding diseases transmitted by sexual contact, including AIDS. The North Carolina Healthful Living Course of Study outlines the recommended curriculum that districts must follow.
