The Freedom Budget: Nine Rs for North Carolina Fiscal Responsibility
April 01, 2003 Executive Summary: North Carolina faces significant fiscal and economic challenges over the next two years. But it need not resort to higher taxes, a state-run lottery, higher debt, or gimmickry to balance its budget. Nor does North Carolina need to skimp on crucial needs such as education and highways. By setting firm priorities within state government, eliminating unnecessary or duplicative programs, and charging users of some services a reasonable price, state leaders can generate sufficient savings to invest in the future needs of the state.
North Carolinians are not undertaxed. While a series of reductions in income, sales, and other taxes from 1995 to 1998 saved taxpayers more than $1.4 billion, this tax relief followed even larger tax increases in 1990 and 1992 and more than $1 billion in new taxes in 2001 and 2002. The tax burden in North Carolina is significantly higher today than it was in 1990, with its income tax rates among the highest in the nation. Lawmakers would have to cut taxes more than $1 billion annually just to reduce North Carolina’s tax burden to the regional average.
North Carolina was particularly hard hit by the recent recession, and its recovery in most sectors has been sluggish. Now is the time to cut taxes, not raise them. Higher marginal income tax rates, in particular, depress entrepreneurship, discourage job creation, and hamper the state’s economic development.

Current light-rail proposals in North Carolina are being built to serve less that 1 percent of the commuting population. The cost ranges from $370 million for 10 miles in Charlotte and $888 million for 34 miles in Raleigh are ridiculous compared to building and maintaining roads. But the money for light rail will come from the same pool of money to build and maintain local roads.

Located in northeastern Carolina, along the Atlantic seaboard, this school district has nine schools - four elementary (grades K-5), two middle (6-8), one secondary (6-12); one high school (9-12) and one alternative school (8-12).
Around 4,500 students, staff and faculty all relied on the print environment, which comprised HP Inkjet 1200s for color, and "throw away" - less than 200 US dollars -inkjet printers and HP Laser printers for black and white. Although the district had a third-party Intel -based print server to facilitate network printing, it was unreliable. "Our cost of printing was unnecessarily elevated because of a high equipment failure rate most of the printers being used had been intended for less demanding, home use and were not designed to be networked," recalled Woody. "We wanted to stabilize our network printing environment, so we evaluated bringing in new printers and print servers. We also wanted a support contract to cover the maintenance and proactive care of the entire print environment, so that if problems arose they would be resolved quickly and we wouldn't be burdened with additional costs."
Course of study
The school district already utilized a Novell network. Woody noted, "In our evaluation of different vendor's printers, we particularly liked the compatibility of the HP print servers with Novell, they worked flawlessly. In addition, the quality of printing and the speed we experienced with HP's printers were excellent."

Alternative Schools Education
With the quality of most public schools dwindling as a result of increased enrollment and decreased funding, many parents seek alternative schools to educate their children. Effective alternatives include private schools whose focus is a military style of discipline and education. Military schools provide cadets with the traditional college prep curriculum found in public schools, but the quality of teaching often exceeds that found in public school.
