Students with Disabilities Attending Alternative Schools:
What Do We Know? By Camilla A. Lehr Students with disabilities are among those most at risk of dropping out of school. Many observers contend that traditional schools are failing to engage a significant number of such students and meet their multiple needs. Alternative schools and programs have emerged as one educational option for students with and without disabilities who do not succeed in traditional public schools. Alternative schools fall under the auspices of educational alternatives that also include charter schools, magnet programs, distance learning programs, and private schools. Although these options have much in common, each has distinct features, as well. Findings from research conducted by the Alternative Schools Research Project at the University of Minnesota ( ici.umn.edu/alternativeschools/ ) provide current information describing alternative schools across the United States. In brief, alternative schools:
  • Are designed to meet a variety of needs including preventing students from dropping out of school, providing another educational option, serving as a disciplinary consequence, or providing academic/behavioral remediation.

Weather and Climate
(Courtesy of Duke University Medical Center) The Triangle area (Raleigh-Durham-Chapel Hill) lies along the eastern Piedmont of North Carolina, in the north central part of the state. The topography consists of gently rolling hills, with pine forests and green space interspersed with urban landscape. The climate is temperate and most of the time is agreeable with its inhabitants - in fact, many folks, who relocate to the state from the north, rank weather and climate as one of the best features it has to offer.
We experience all four seasons here - from light dustings of snowfall in January to dogwood trees in full bloom by early April; from hot and hazy July days to crisp, cool breezes rustling the autumn leaves in November. Temperatures rarely fall below 10 degrees Fahrenheit on the coldest of winter nights and rarely top 100 degrees in the heat of summer. Winter temperatures average in the 40s to lower 50s during the day and 20s to lower 30s at night. The first frost usually occurs after Halloween and the last freeze by early April. Summer temperatures average in the 80s to lower 90s for highs and around 70 for lows. Mid-summer humidity can be oppressive at times and most people consider air-conditioning a necessity from June through early September.

Devoting a separate category to "alternative schools" is somewhat inexact, as every option discussed under School Choice represents an alternative to conventional or mainstream public education. Prospective founders of magnet and charter schools would surely profit by revisiting surviving alternative schools' early experiences (Dunn 2000), whether based on Waldorf, Montessori, Summerhill, or more pragmatic philosophies. To this list, Daniel Drake (2000) would add several "responsive" public-school varieties, such as Comer Process schools, full-service schools, immersion programs, schools-within-schools, and middle schools. Schooling alternatives have existed for centuries in many nations. By the end of the 1800s, public schools in the U.S. were flourishing. Many children attended church-sponsored schools; "some affluent families educated their children at expensive and exclusive boarding schools or at local private schools" (Koetke 1999). Summary
Actions to downsize government and increase efficiency dominated the legislative agendas of SREB states in 1995, and schools and colleges in many states found themselves accepting more freedom and flexibility in return for more accountability.
It was also a belt-tightening year across the region. In most states, education budgets grew less than they did one year ago. Increases to elementary and secondary education budgets for 1995-96 are lower in nearly every SREB state, while higher education budget increases are lower in two-thirds of the states. Pay raises for school teachers and college faculty are also generally lower.
Despite the slowdown in the growth of public college and university budgets across the region, tuition increases for in-state students were generally modest. A few states saw increases as high as 7 percent, but more states held tuition steady.
Three SREB states passed charter school bills designed to encourage more educational innovation. Most other states considered such bills or agreed to study the concept further.
Higher education budgets
Higher education budget increases in the SREB states ranged from about 1 percent to 9 percent. Increases of less than 4 percent were approved in Kentucky, Louisiana, Maryland, Oklahoma, South Carolina, and Virginia. Four-year colleges in North Carolina and Tennessee institutions will operate at about last year's funding level. Colleges in Georgia will see the greatest boost at 9 percent. Budgets in Arkansas, Florida, Mississippi, Texas, and West Virginia are up 6 to 8 percent. Funding in Alabama will decline 7.6 percent.

The researchers mailed a survey to all 50 state coordinators of alternative education and the District of Columbia. The survey requested information on how state agencies define, plan, implement, and evaluate alternative education programs. Responses were received from 38 states, resulting in a 76% return rate. If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. At the annual convention of this state's NEA affiliate - the
North Carolina Association of Educators - at the Raleigh Civic Center on Mar. 29-31, 2001, several themes became clear. One is that there is no satisfying unionized teachers when it comes to pay. Despite the fact that the cars in the Raleigh Civic Center's parking lot overwhelmingly looked at least as good as the average car of the state's taxpayers who paid for them, the NCAE's "Blueprint For Change: 2001-2003 Legislative Agenda" calls for boosting government-school teacher pay in this state to number one in the U.S. by 2010 and in the top 10 within five years - even though North Carolina has a very low cost of living compared to states where teachers are paid that much now.
