(Photo credit: David Ricquish) International broadcasting using the shortwave band has been in full force since 1927 when Britain, the Soviet Union and the United States began broadcasting overseas using high powered transmitters. Several years later the Soviet Union began a new trend when it began to broadcast programs in different languages. (Wood, 1994, p. 36) When World War II broke out, New Zealand, like other countries around the world, began to consider the need for an international broadcasting service. This service would be used to let the world know how New Zealand stood ideologically, and as a means for New Zealanders living abroad to maintain some limited contact with their country. Another determining factor was the issue of regional dominance. The major international broadcasters like the BBC, Voice of America, and Radio Australia had strong signals in the region and failure to establish a shortwave service may have been seen as handing the Pacific region over to Australia. New Zealand had strong ties with many Pacific Islands, and this service would be a way of strengthening those ties. Bryan Clark of the New Zealand Radio DX League says the original transmission consisted of a daily 2 hour broadcast of specially prepared programs. These included "Pacific Playground" a tourism show produced in conjunction with the tourism board and detailing New Zealand's appeal as a tourist destination; a weekly "Mailbox" session in which listener queries about New Zealand were answered; as well as specialist programs on Maori music and folklore, New Zealand musicians, sporting results, achievements, etc. (1985)

Cox Jr. Center for International Mass Communication Training and Research began operations in 1985, with the approval of Dr. Fred Davison, President of the University of Georgia.     The Institute's Pacific collection includes material on all Commonwealth countries in the region (Fiji, Kiribati, Nauru, Papua New Guinea, Solomon Islands, Tonga, Tuvalu, Vanuatu and Western Samoa), the New Zealand Territory of Tokelau, and the two self-governing countries in free association with New Zealand , the Cook Islands and Niue. It covers history since about 1850, politics and international relations, economic development and other issues such as women, agriculture, education and the environment. The Library specialises in collecting ‘difficult’ material which few other libraries manage to obtain. More than 70% of the stock comes direct from the region.

    By Jim Neiger, N6TJ The concept of a contest-oriented cub in the SF Bay Area was "kicked around" by myself and Rick – "The Locust" – Hilding, K6VVA around the 1965-1968 period. Rick and I were very active in DX contests as members of the Northern California DX Club and could often be found slugging it out, mano a mano from K6ERV, K6OHJ, K6DXM, WA6GFY, or any other stations crazy enough to host us. I guess Rick and I were among the early "hired guns." Rick acquired his nickname ("The Locust") during these operations, not necessarily for his prowess on the DX bands which was considerable (I still consider him to be the FINEST DX operator, phone or cw, EVER, and certainly of his generation), but rather for his in-contest reputation for cleaning out the host’s refrigerator! Anyway, back to the point: We were frustrated that the members of the NCDXC did not share our interests in launching major club efforts in the contests. The NCDXC-SCDXC rivalry in the ARRL DX contests was HUGE during the 1960’s and although the NCDXC members liked the sweet smell of victory when the winner was announced at Fresno (it would be many years yet before Visalia was to be discovered), Rick and I felt that we, and a few others like W6CUF (now W6CF), W6WX, K6ERV, K6AHV (now W6RJ), K6OHJ, W6WB, were "carrying" the NCDXC…and that this club really wasn’t interested in contesting per se.

Most books in the series deal with a particular foreign country, describing and analyzing its political, economic, social, and national security systems and institutions, and examining the interrelationships of those systems and the ways they are shaped by cultural factors. Each study is written by a multidisciplinary team of social scientists. Australian National University (ANU) Asian Studies WWW Virtual Library is a global collaborative project which provides access in bibliographic and in hypertext terms to networked scholarly documents, resources and information systems concerned with a given field of expertise. All links are inspected and evaluated before being added to this Virtual Library.

    Ladies and Gentlemen
    Warm Pacific greetings to you all It is my honour to address you today as the outgoing Chair of the 34th Pacific Islands Forum. It's been a busy and challenging year for the Forum, but also a very productive one. At the annual Leaders' Summit in Auckland last August, we anticipated meeting a year from then in Niue. That was not to be. In January, we all extended our sympathies to Niue as it started the huge task of reconstruction after Cyclone Heta. On behalf of Forum leaders, I thank the Government of Samoa for its generous offer to host this Forum at relatively short notice. Samoa's willingness to step forward was much appreciated by us all. Niue wasn't the only member nation to experience a natural disaster this year. Cyclones and/or flooding also affected Vanuatu, Fiji, and even New Zealand. Our climate seems to be becoming more extreme, erratic and unpredictable than in the past. There are new faces at this Forum, resulting from changes of government and from new relationships the Forum is developing in the region. It is a proud day for French Polynesia to take its place here as an observer.
