For many years the authors have been concerned at the swift loss of culture and traditional skills in island societies due to the inroads of modern lifestyles and manufactured goods. This project was intended to record in photographs, diagrams, and bilingual text as many indigenous technical skills and their artistic extensions as possible, and to present them in easy-to-follow detail. Additionally, they sought to encourage the community to add to this file of knowledge before skilled elders die or emigrate.
The elders’ lessons were recorded between 16 July and 22 September 1990 in Niue. This first volume is drawn from that file. The teachers are women and men strong with skill and knowledge. Their identities are in the land that gives them a place to stand and the materials with which they work. Probably they are the last generation of their kind. It is hoped that they have been assisted in building a bridge to future generations of Niuean descendants, school children, artists, scholars, and others who will gain strength from their knowledge. I lost my breath ... aah ... when I received the invitation from SPINF to attend the first Coconuts College conference in Ishigaki. Today, I am still trying to catch my breath as I travel back home. I have travelled through so many time zones, on four different airlines, through five big cities and up to the northern hemisphere. For a novice international traveller, I wouldn't have minded getting lost in the Yaeyama Islands. They are just like home. The idea of the conference was really promote understanding of Pacific Islands to Japanese people. I was privileged to have been selected from tiny Niue to join the other Pacific delegates. All of us were history teachers from different parts of the Pacific ocean but we had met once before at a workshop of the TTPF regional history project (another SPINF project). The fact that I was representing Niue (the "Rock of Polynesia" it is called now) was a little confusing because I am of Banaba ancestry (from Kiribati) but am a Fiji citizen married to a Niuean and living in Niue, which is politically linked to New Zealand. I am a Pacific "fruit salad" for sure. Arrival in Tokyo was a culture shock. All the super-modern technology that makes air, road and rail transport so comfortable is a credit to Japan but when I arrived it was obvious that more people than the whole population of Niue was standing around in the terminal at Narita. Then the winter chill hit me and I felt frozen.

The English monarch, as Head of State, is represented in Niue by the Governor General of New Zealand. There are 14 village councils of 3 to 5 members, each elected for a three year term.

ANNEX D. REGIONAL MCS THE SOUTH PACIFIC FORUM FISHERIES AGENCY EXPERIENCE
Introduction The Pacific Islands region (30 million km of ocean and 23 countries and territories) is host to the most productive tuna fishing grounds in the world, supplying over 50 percent of the world's canning tuna. The total land area of 0.5 million km (87% in Papua New Guinea) supports a population of slightly less than 6 million (of which 67% are also in Papua New Guinea). The smallest States in terms of land area are Nauru and Tuvalu, which have a total of 21 km and 26 km of land respectively. However, on a global scale, the exclusive economic zones (EEZs) of the small island States of the region are large, covering 19.8 million km (excluding Australia and New Zealand). Kiribati's zone covers almost 3.6 million km and that of the Federated States of Micronesia, 2.9 million km Approximately 50-60 percent of the total tuna catch is taken within the exclusive economic zones (EEZ) of the South Pacific Forum Fisheries Agency (FFA) member countries. Since 1994, the FFA member countries have been discussing with their distant water fishing nation (DWFN) partners how to jointly manage the 40-50 percent of tuna being caught in the high seas and in the waters of non-FFA members. In September 2000 these discussions resulted in the adoption of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the western and central Pacific, that will place increased MCS responsibilities on FFA member countries.

The 1980-1985 Niue National Development Plan (NNDP) had a number of objectives relating to the environment "as government is aware of the dangers from unwise practices" (Sloth, 1988). The 1985-1990 NNDP emphasises socio-economic development and social services and does not specify protection of the biological environment, although it is recognised in one chapter. The role of traditional law in the management of island affairs is very strong. Traditional conservation measures are in effect for different times of the year and for different species (UNEP/IUCN, 1988). Customary restrictions, or "fono", are applied from time to time in certain temporary "reserves" which allow the recovery of exploited resources (Yaldwyn, 1973). There is no protected areas legislation and no formally protected areas, although there is a "tapu" forest area. Despite a lack of government legislation under which reserves may be created, the existing tapu forest is probably secure. Niueans and the Government own all the land; no alienation is permitted, although the government may lease areas for up to 60 years (Hay, 1986; SPREP, 1980; UNEP/IUCN, 1988).

    Regional Oceania : New Zealand Overview New Zealand is an independent Commonwealth country formed after the Treaty of Waitangi was signed in 1840. Although the Treaty of Waitangi is recognised as the founding document of New Zealand, it only became fully independent in 1947 after forty-six years of partial independence. The country consists of two main islands appropriately named the North Island and South Island.
