CRS/Nigeria supports local organizations in addressing social injustices in communities throughout Nigeria. These organizations are active in areas such as health care, support and education for people living with HIV/AIDS, human rights and democratic values, and ensuring social and corporate responsibility in the Niger Delta. CRS' Four Diocese Community-Based Care and Support Project helps local dioceses build their capacity to mobilize networks of care and support services in their fight against HIV/AIDS. Additionally, CRS/Nigeria coordinates with local and international partners to respond to Nigeria's all too frequent crises by providing food and necessities to those in need. CRS/Nigeria is currently planning an emergency strategy that looks at providing our partners and other local organizations with comprehensive training in emergency preparedness and response.

Census History
Although numerous estimates of the Nigerian population were made during the colonial period, the first attempt at a nationwide census was during 1952-53. This attempt yielded a total population figure of 31.6 million within the current boundaries of the country. This census has usually been considered an undercount for a number of reasons: apprehension that the census was related to tax collection; political tension at the time in eastern Nigeria; logistical difficulties in reaching many remote areas; and inadequate training of enumerators in some areas. The extent of undercounting has been estimated at 10 percent or less, although accuracy probably varied among the regions. Despite its difficulties, the 1952-53 census has generally been seen as less problematic than any of its successors. After the civil war of 1967-70, an attempt was made to hold a census in 1973, but the results were canceled in the face of repeated controversy. No subsequent nationwide census had been held as of 1990, although there have been various attempts to derive population estimates at a state or local level. Most official national population estimates are based on projections from the 1963 census. The great improvements in transport and accessibility of most areas, in technological capability, and in the level of education throughout the country, as well as the generalized acceptance of national coherence and legitimacy, favored the success of the fall 1991 census. It was to be conducted in about 250,000 enumeration areas by the National Population Commission, with offices in each of the country's LGAs. To reduce possible controversy, religious and ethnic identification would be excluded from the census forms, and verification of state results would be handled by supervisors from outside the state. Some analysts believe that the effort to carry out a reliable census with perceived legitimacy might become an unexpectedly positive exercise, reinforcing a sense of shared nationhood and providing a model for the attempt to overcome regional and ethnic differences.

Plus and Minus of Restoration of Regional Autonomy in Nigeria By Ropo Sekoni, Ph.D Between 1959 and January 1966 when the first military government of General Aguiyi-Ironsi came into power, each of the three regions had constitutional powers to regulate its education, trade, agriculture, health care, and judiciary. The 1959 constitution on the basis of which Nigeria was granted independence by Britain allowed each region to develop and modernize its culture and society at its own pace. The system of government that Nigerians have come to know since 1966 is one created by the military to "homogenize" the diverse economic, political, and religious cultures in the country. The take-over of regional universities by the federal military government in the 1970s, the deployment of soldiers as governors or administrators in states other than their own and with traditions and cultures that differ from those of their states of origin, the surreptitious enrollment of Nigeria in the Organization of Islamic States, indicate, for example, the erosion of social and cultural autonomy for the regions that constitute the Federal Republic of Nigeria. Historically, the British colonial thinkers and strategists never imagined a unitary system of government for Nigeria. Nothing in the way and manner in which they administered the country suggested that they would have preferred the total obliteration of the diverse pre-colonial cultural identities they met in Nigeria. The policy of indirect rule, as distinct from the French policy of assimilation, is evidence that the British preferred a system of multiculturalism that federalism nurtures to a system of monoculturalism that the present unitary system of government in Nigeria is designed to promote.

No single politician has influenced ECOWAS sub region as Charles G. Taylor in the last 14 years. He has become an icon of evil for many people. Since 1989, on that fateful day when he launched his rebellion against the military dictatorship of Samuel Doe, no day goes by in Liberian life without a mention of Charles Taylor. Taylor shadow over the Liberian elections is as obsessive as if he were running for president again. There are stories everyday about his influence on the economy, on his business partners and on some unsuspecting politicians. He is seen as the defining factor for politicians and their partisans. For the past 15 years, Taylor has become an unavoidable figure in every aspect of Liberian life. His rise to the presidency cost Liberia some 300, 000 lives, billions of dollars of destruction and instability in the entire region. Now the asylum of Charles Taylor is turning into a major issue, between Nigeria and the rest of the world. The US, human rights organizations, the United Nations, the Mano River Union as lately as last week, have called on Nigeria to review the stay of the former Liberia leader in Nigeria, because there were ample evidences that Taylor has not respected the terms of the agreements. Nigerian President Olesugun Obasanjo has continuously refused to yield and repeated that he would only hand Charles Taylor over to an elected government in Liberia if that government made the request.

HISTORY Before the colonial period, the area which comprises modern Nigeria had an eventful history. More than 2,000 years ago, the Nok culture in the present Plateau state worked iron and produced sophisticated terra cotta sculpture. In the northern cities of Kano and Katsina, recorded history dates back to about 1000 AD. In the centuries that followed, these Hausa kingdoms and the Bornu empire near Lake Chad prospered as important terminals of north-south trade between North African Berbers and forest people who exchanged slaves, ivory, and kola nuts for salt, glass beads, coral, cloth, weapons, brass rods, and cowrie shells used as currency. On January 15, 1966, a small group of army officers, mostly southeastern Igbos, overthrew the government and assassinated the federal prime minister and the premiers of the northern and western regions. The federal military government that assumed power was unable to quiet ethnic tensions or produce a constitution acceptable to all sections of the country. In fact, its efforts to abolish the federal structure greatly raised tensions and led to another coup in July. The coup related massacre of thousands of Igbo in the north prompted hundreds of thousands of them to return to the southeast, where increasingly strong Igbo secessionist sentiment emerged.

    PREFACE The Guide to the Records at the National Archives, Enugu is the first Guide to be compiled by any of the branch office making up the National Archives of Nigeria. It is our contribution to the compilation of the national Guide. I have to stress at this juncture that this Guide does not contain all the records available in the Enugu Repository. Records which have not been arranged and described are exclude from volume. Apart from the unprocessed records other categories of records which do not appear in this volume include cartographic materials and other forms of non-conventional records.It is hoped that these of records will be included in the second volume. This Guide is designed to introduce searchers, far and near, to the large mass of invaluable public records available in the repositories of the Enugu Archives. Every attempt was made to include all available sources but it is possible that some source must have been over looked. The most substantial part of the materials in this Guide is found among the Government records. They include general correspondence, reports, memoranda, sessional papers and hansards. The justification for the inclusion of the newspapers is the recent realisation that newspapers are also invaluable source of materials for research.

    CONTEXT Although human rights violations in Nigeria have been commonplace under military rule, 1993 was a particularly challenging year for Nigerian human rights groups. Former President General Ibrahim Babangida annulled the results of a presidential election, which would have brought the country back to civilian rule, and installed an interim government. In mid-November, Defense Minister General Sani Abacha forced the interim government to resign, effectively staging the seventh coup d'etat since Nigeria's independence. The regime banned all political meetings and associations. No timetable was set for the return to civilian rule. Throughout this crisis, the human rights community has banded together under a coalition called the Campaign for Democracy (CD). Riots erupted in Lagos in early July 1993 and the regime detained hundreds of protesters for a month. CD called for additional strikes and demonstrations. Human rights abuses during this time were widespread, including ethnically-based attacks, killing of demonstrators, detentions of activists and journalists, and interference with freedom of expression and association. The Nigerian press, known for being outspoken, came under even more fire from government authorities during the political crisis. The government closed down several magazine houses. Abuses by members of the police and security forces remain a persistent human rights problem. There are frequent cases of harassment and extra-judicial killings by law enforcement officers. Abysmal prison conditions have also been highlighted by the human rights community.

    BACK TO INDEX Chapter 25 - IBADAN C B was brought up in a village community in the eastern Niger delta, son of a much respected chief and transport entrepreneur. Because he did not belong to one of the major ethnic groups and did not have the hubris that seemed to stem from a long period of domination as a member of a majority tribe, he combined humility with a the natural authority of a chief`s son. Since the organisation of his people was based on a very restricted hierarchy he was much more open to external influences and read widely. He was a big man who laughed a great deal. Even when not actually laughing, his eyes were. CB gave me much to think about in discussions we had of the future.
    CB appeared to have that capacity to put the interest of others first. He had a wide reputation for integrity, possessed an easy charm, a persuasive tongue, an innate sense of fairness and fun and an analytical mind which seemed to me the embodiment of the very qualities he was advocating. Of all the Africans I met, he was the one who encapsulated for me the inherent invalidity of any residual post-imperial beliefs of white superiority with which I was unknowingly imbued on my arrival in Nigeria despite my course in social anthropology at university.

    According to Pedersen in "The International Flag Book in Color" (English Edition, 1971) the Nigerian National and Merchant Flag and Jack was "Chosen in 1959 from among 2870 suggestions in a competition; it was designed by a student from Ibadan, Michael Taiwo Akinkunmi. The green panels represent agriculture; the white, peace and unity." In "Flags Through the Ages and Across the World" by Whitney Smith, 1975, this flag was first officially hoisted 1 October, 1960, Nigeria's date of independence. So the flag that was adopted in 1959 didn't become the official flag of the country until Nigeria became an official country on 1 October 1960.
