Back to Nigeria Society The broadest groupings of linked ethnic units are regional. Britain ruled most of the area of present-day Nigeria as two protectorates from 1900 to 1914, the southern and northern protectorates each having separate regional administrations. These portions were joined finally under a single Nigerian colonial government in 1914. But they retained their regionally based authorities, divided after 1914 into three regional units. The announcement of their imminent demise by the first postcoup military government in 1966 helped to set off violent reactions in the north against southerners who had settled in their midst, contributing to the outbreak of civil war. Within each of the major northern and southern regions, there were significant subregions that combined ethnicity, geography, and history. What is generally referred to historically as the south included a western Yoruba-speaking area, an eastern Igbo area (the "g" is softly pronounced), a midsection of related but different groups, and a set of Niger Delta peoples on the eastern and central coastal areas. The north was widely associated with the Hausa-speaking groups that occupied most of the region, but the Kanuri predominated in the northeast, with a belt of peoples between the two; there were also important pastoral nomadic groups (mostly Fulani) that lived throughout the same region. In the

Back to Nigeria National Security The most controversial decree remained Decree Number 2. In 1986 Babangida extended the initial detention period from three to six months but rescinded the extension after a public outcry. However, he extended detention authority to the Ministry of Internal Affairs in addition to the police and military authorities. In mid-1989 seventy to ninety persons were being held under its provisions, and in October the Civil Liberties Organisation appealed to the government to abrogate the decree and to release all those detained under it. In January 1990, the FMG amended the decree to shorten the precharge detention period to six weeks from six months, but in March the minister of justice stated that the decree would continue until the inauguration of the Third Republic. The worldwide scope of crime demanded international cooperation to combat it. In l982 Nigeria and Cameroon decided to conclude extradition agreements. Nigeria also signed a regional security, law enforcement, and extradition treaty with Benin, Ghana, and Togo in December 1984; the treaty covered criminal investigation, dissident activities, currency and drug trafficking, and other criminal and security matters. In 1987 Nigeria and the United States concluded a mutual law enforcement agreement covering narcotics trafficking and expanded cooperation in other key areas. A related antidrug memorandum of understanding with the United States in March 1990 provided for a joint task force on narcotics and assistance to the new National Drug Law Enforcement Agency. A similar legal assistance pact with Britain to combat crime and drug trafficking was signed in September 1989. Nigeria also concluded an antidrug trafficking accord with Saudi Arabia in October 1990.

Before the colonial period, the area which comprises modern Nigeria had an eventful history. More than 2,000 years ago, the Nok culture in the present Plateau state worked iron and produced sophisticated terra cotta sculpture. In the northern cities of Kano and Katsina , recorded history dates back to about 1000 AD. In the centuries that followed, these Hausa kingdoms and the Kanem-Bornu empire near Lake Chad prospered as important terminals of north-south trade between North African Berbers and forest people who exchanged slaves, ivory, and kola nuts for salt, glass beads, coral, cloth, weapons, brass rods, and cowrie shells used as currency. In the southwest, the Yoruba kingdoms of Ife and Oyo were founded about 1400. Ife reached its peak in the 15th and 16th centuries, producing the famous, naturalistic terra cotta and bronze heads associated with Ife. The kingdom of Oyo developed later, and at its height from the 17th to 19th centuries attained a high level of political organization and extended as far as modern Togo until civil war between the Yoruba cities reduced its power. In the south central part of present-day Nigeria, as early as the 15th and 16th centuries, the kingdom of Benin had developed an efficient army; an elaborate ceremonial court; and artisans whose works in ivory, wood, bronze, and brass are prized throughout the world today. In the 17th through 19th centuries, European traders established coastal ports for the increasing traffic in slaves destined for the Americas. Commodity trade, especially in palm oil and timber, replaced slave trade in the 19th century, particularly under anti-slavery actions by the British Navy. In the early 19th century the Fulani leader, Usman dan Fodio, promulgated Islam and that brought most areas in the north under the loose control of an empire centered in Sokoto.

    HISTORY AND PEOPLE
    NIGERIA
Much has been said and written about Nigeria, her people and culture, economy and politics, that sheds light on the tremendous potential of this African Giant. However, little is known to the outside world about the many exciting tourist attractions available in Nigeria: Historic sites nestled amid rivers and rain forests, breathtaking mountain vistas, remote creek villages, miles of pristine beaches and exotic national wildlife reserves. There are also museums, festivals, music and dance, a rich cultural melange right down to everyday traditional markets. These are just some of the spectacular sights and sensual delights awaiting the traveler to Nigeria. Nigeria has the largest population of any country in Africa (about 120 million), and the greatest diversity of cultures, ways of life, cities and terrain. With a total land area of 923,768 sq. km. (356,668 sq. mi.) Nigeria is the 14th largest country in Africa. Its coastline, on the Gulf of Guinea, stretches 774 km (480 mi.). Nigeria shares its international border of 4,470 km (2513 mi.) with four neighbors: Chad, Cameroon, Benin, and Niger. Until 1989 the capital was Lagos, with a population of about 2,500,000, but the government recently moved the capital to Abuja. CLIMATE AND WEATHER Nigeria lies entirely within the tropics yet there are wide climactic variations. In general, there are two seasons, dry and wet, throughout Nigeria. Near the coast, the seasons are less sharply defined. Temperatures of over 900F are common in the north, but near the coast, where the humidity is higher, temperatures seldom climb above that mark. Inland, around the two great rivers, the wet season lasts from April-Oct. and the dry season from Nov.-March. Temperatures are highest from Feb-April in the south and MarchJune in the north; they're lowest in July and Aug. over most of the country.

The military annulled the elections and returned the country to military rule. Sani Abacha, a senior aide to the former president, Babangida, emerged as the new military strongman and, over the next five years, presided over an increasingly oppressive regime. Abiola was put under arrest and other opponents of the regime were jailed or exiled. The regime attracted particular criticism for its treatment of the Ogoni people, located in the oil-rich southeast of the country. Their leader, the renowned writer Ken Saro-Wiwa, was executed on trumped-up charges along with eight colleagues. Thereafter, the Abacha government suffered increasing diplomatic isolation, much of it orchestrated by Nelson Mandela, then president of South Africa. Abacha, it later transpired, was also busily defrauding the Nigerian exchequer of huge sums, estimated at around $1 billion.
Shadowed by a military all too keen to intervene on the slightest pretext, the inexperienced civilian government faced a formidable task. Apart from the dire economic situation, compounded by extensive and routine corruption, the Obasanjo government had to deal with growing religious conflict. A particular problem was the decision of several local and regional governments in the mainly Muslim north of the country to introduce a version of Islamic

    Background
The Federal Republic of Nigeria covers an area of 923,768 sq. km on the shores of the Gulf of Guinea. It has Benin on its Western side, Niger on the North, Chad to the north-east and Cameroon to the east and south-east. Its November 1991 census stood at 88,514,501 and has risen above 120 million currently. It is the most populated country in Africa. Its population is extremely diverse with well over 250 ethnic groups, some numbering fewer than 10,000 people. Ten ethnic groups including Hausa-Fulani, Yoruba, Ibo, Kanuri, Tiv, Edo, Nupe, Ibibio and Ijaw account for nearly 80% of the total population. Most of its population is concentrated in the southern part of the country, as well as in the area of dense settlement around Kano in the north. Between the two areas is a sparsely populated middle belt.
    Pre-colonial History
Between the 11th century and European colonial conquest in the late 19th century, the area in and around Nigeria was home to a number of sophisticated and influential societies. Among the most important were the northeastern kingdom of Borno, the Hausa city-state/kingdoms of Katsina, Kano, Zaria, and Gobir in northern-central Nigeria, the Yoruba city-states/kingdoms of Ife, Oyo, and Ijebu in southwestern Nigeria, the southern kingdom of Benin, and the Igbo communities of eastern Nigeria. Extensive trading networks developed among these societies and northwards across the Sahara.

    Historical overview
People have lived in what is now known as Nigeria since at least 9000 BC, and evidence indicates that since at least 5000 BC some of them have practised settled agriculture. In the early centuries AD, powerful kingdoms emerged in the drier, northern savanna, prospering from trade ties with North Africa. At roughly the same time, the wetter, southern forested areas yielded city-states and looser federations sustained by agriculture and coastal trade. These systems changed radically with the arrival of Europeans in the late 15th century, the rise of the slave trade from the 16th through the 19th century, and formal colonization by Britain at the end of 19th century.
In precolonial times, the Niger area (present day Nigeria) was home to several kingdoms and tribal communities; in spite of European contact that began in the 16th century, they maintained their autonomy until the 19th century. The colonial era began in earnest in the late 19th century, when Britain consolidated its rule over Nigeria. In 1914 the British merged their northern and southern protectorates into a single state called the Colony and Protectorate of Nigeria. Nigeria became independent of British rule in 1960.

Aka's inability to address these barriers to reform, combined with his conclusion that regional disparities in Nigeria's development have in most cases deepened since independence, leaves the reader with the eerie, if perhaps unintended, feeling that things in Nigeria are likely to get worse before they get better.
