Brass statue of an oni, an Ife king of the early fourteenth or fifteenth century THE STORY OF NIGERIA during the postcolonial era has been one of a search for the constitutional and political arrangement that, while allowing for the self-expression of its socially and culturally diverse peoples, would not hinder the construction of a nation out of this mosaic. In this search, the country has experienced cycles of military and civilian rule, civil war, and peaceful reconstruction. If any nation typified political scientist Richard Sklar's characterization of the African continent as a "workshop of democracy," it would certainly be Nigeria. The country has experimented with different federal, state, and local government systems, learning more about its needs, resources, and constraints with each experiment. Despite the predominance of military regimes during the three postcolonial decades, Nigerian society has retained many of the fundamental building blocks of a democratic polity: vigorous entrepreneurial classes, a broad intelligentsia and numerous centers of higher education, a dynamic legal community and judiciary, diverse and often outspoken media, and, increasingly, courageous human rights organizations. Despite the differences in character and composition of the successive governments, it is still possible to identify the major threads of Nigeria's institutional evolution. As the nation finds itself once more on the threshold of transition from military to civilian rule, promised for 1992, examination of these threads is essential for understanding the Nigeria that will become the Third Republic.

While it is true that seniors are targeted for sweepstakes offers the mechanics of telemarketing and investment fraud are simply enhanced and modified for attacking various targets of opportunity. This particular scam targets middle class, middle age, business and professional men who would never be as easily deceived by a lottery scam. English You are here: Archive June Nigeria: Communities challenge government over greenhouse gas emissions Ethnic communities from Nigeria's Niger Delta are challenging the Nigerian government and some of the world's biggest oil companies over the level of greenhouse gases emitted during oil production.
Communities in the oil-rich Niger Delta region of the country filed a legal action against the Nigerian government, the Nigerian National Petroleum Corporation and the Shell, Exxon, Chevron, Total and Agip oil companies Monday (Jun. 20) to stop gas flaring in the area, saying it violates their human rights. Flaring is the process of burning off surplus combustible vapours from a well, either as a means of disposal or as a safety measure to relieve well pressure, and is the biggest source of air emissions from offshore oil and gas installations. Flaring has been prohibited in Nigeria since 1984 under the Associated Gas Reinjection Act. This act only allows companies to flare if they have field-specific, lawfully issued ministerial certificates. Despite requests, Friends of the Earth which is supporting the Nigerian communities in their legal battle says none of these have ever been made public. The environmental group says more gas is flared in Nigeria than anywhere else in the world.

have long sought a wide variety of investment and market opportunities to bolster and diversify their investment portfolio. Much as Paul Allen bought, and later sold his stake in AOL, AOL has found this to be the right time to divest their controlling interest in the Nigerian national government.
AOL spokesman Harold Thumo says, "we bought in at a good price, had a couple of side deals lined up for exporting goods, boosting tourism and getting some foreign seed money in there," but adds, "we feel our ability to streamline the operation for maximum profit has reached a place where we can't help it anymore."
Skeptics have pointed to Nigeria's ability to fleece more Americans for non-existent goods and services to still exceed that of AOL, and points to this as a very prominant reason for ending the partnership.

In February 2000, Nigerian federal troops stormed Odi, a sleepy village right in the heart of the troubled Niger Delta, a spatial cash cow with 20 billion barrels of oil reserves and 120 trillion cubic feet of gas reserves. Ostensibly, the troops were on the trail of suspects who had allegedly kidnapped and killed 12 mobile policemen in one of the regions numerous uprisings against ecological devastation and neglect - offenses in which multinational oil companies (including Royal Dutch Shell, ExxonMobil, Texaco, Chevron, Elf, and Agip) and the colluding Nigerian government all stand accused. Apparently frustrated by their failure to nab the suspects, the troops sacked the entire village and razed it to its very foundations.
The punitive expedition against the inhabitants of Odi - one of the communities from which Nigeria, the fifth-largest oil-yielding country in the world, has extracted crude oil worth billions of dollars in the last four decades - drew public outrage, both locally and internationally. It was particularly shocking to Nigerians, who had reasonably expected that the recent return to civilian governance would mark a departure from the repression that had been the hallmark of military rule. The attack on Odi has led many to reappraise the democratic credentials of the new civilian government of President Olusegun Obasanjo, who was elected in May 1999.
However, to those familiar with the history of the Niger Delta, the Odi invasion merely reflected older patterns of repression. Odi, populated as it is by deprived and despoiled villagers living in thatched riverside shanties, is an archetype of the state of affairs in the Niger Delta. The poverty of these villagers contrasts sharply with the wealth buried in their soil, a wealth that the oil companies - along with their pool of expatriate and Nigerian staff- enjoy. For more than a decade, the oil-yielding communities have been agitating for an increased share of oil revenue, along with control over resources and an end to environmental pollution. Under both military and civilian regimes, the government has responded to the agitation with undisguised severity. The current crisis contains the ingredients for another civil war, which could break up the Nigerian federation.

At independence, the Nigerian government consisted of three ethnic states united in a federation. Each state was controlled by a single dominant ethnic-based party. 1960/late One of Nigeria's first independent political acts was to join with Liberia and Togo in the "Monrovia Group" which advocated at most an extremely loose organization of African states. The following article examines the challenges that lie ahead for a new civilian government. By Anthoni van Nieuwkerk September 1999 To stay in power and avoid a return of the military, Olusegun Obasanjo and his People's Democratic Party (PDP) government must simultaneously and immediately address at least two pressing sets of issues: political stability and economic recovery, failing which another coup might be in the making. Political Stability Ethnic cleavages It is clear from the February 1999 presidential election results that Nigeria remains burdened by ethnic cleavages. The North-South divide, which reflects tense relations between the Hausa-Fulani, Ibos and Yorubas, is very much alive. A major cause of political conflict in Nigeria since independence has been the changing formula for allocating revenue by region or state. Before 1959 all revenues from mineral and agricultural products were retained by the producing region. But after 1959, the region retained only a fraction of the revenue from mineral production. This policy was a major source of dissatisfaction in the Eastern Region, which seceded in May 1967 as the would-be state of Biafra. By contrast, the revenue from agricultural exports was retained by regional marketing boards after 1959, but the agricultural exports of eastern Nigeria were smaller than those of the other major regions. The rapid growth of petroleum revenue in the 1970s removed most of the severe constraints placed on federal and regional or state budgets in the 1960s. Total federal revenue grew from N306.4 million in 1966 to N7,791.0 million in 1977, a twentyfivefold increase in current income in eleven years. Petroleum revenue as a percentage of the total went from 26.3 percent in 1970 to more than 70 percent by 1974-77. During the civil war, most of the twelve new states created in 1967 faced a revenue crisis. But a 1970 decree brought the states closer to fiscal parity by decreasing the producing state's share of export, import, and excise duties, and of mining rents and royalties, and by increasing the share allocated to all states and the federal government. Also, in 1973 the commodity export marketing boards, which had been a source of political power for the states, were brought under federal control. Other changes later in the 1970s further reduced claims to revenue based on place of origin. In the 1970s, the federal government was freed to distribute more to the states, thus strengthening federal power as well as the states' fiscal positions. Statutory appropriations from the federal government to the states, only about N128 million in FY1966, increased to N1,040 million in 1975 with the oil boom, but dropped to N502.2 million in 1976, as oil revenues declined.
