River Niger to be saved from extinction afrol News , 11 November The West African countries Burkina Faso, Mali and Niger are to enhance their "integrated water resources management" efforts of the Niger River Basin, it was announced today. The Niger River is facing a great danger of extinction due to heavy silting and pollution. The three landlocked and impoverished states are heavily dependent on the water lifeline provided by the majestic 4,200 kilometres long Niger River. It is key to agriculture and irrigation in the region, further proving drinking water for people and livestock, rich fishing grounds and a traffic artery. Major cities, such as Bamako and Niamey, are located at its banks.
All this could soon be history if immediate action is not taken. Due to the irregular rainfalls in the region, large extractions of water for irrigation and households and submissions of polluting particles, the ex-majestic river is turning ever more shallow. Silting has become a serious problem, in particular where the River Niger makes a large northern turn into the desert in central Mali.

History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

Burnett for the Director of Media Services position. He will join the University Library on Monday, November 5th. Henry comes to us from the California Community College system. Most recently he has been working in an Inter-Jurisdictional Exchange program at the CCC Chancellor's office in Sacramento. In this systemwide position, Henry recommended and developed systemwide policy related to the Telecommunications Technology Infrastructure Program. Henry joined the Chancellor's Office after a long tenure as Dean of Learning Resources at American River College, also in Sacramento. The Learning Resources program includes a Learning Resource Center, the Library, Open Learning, and Instructional Media Services. Recognizing the gravity of the current situation in Niger, the Bank has responded to the food crisis by reallocating funds from existing operations. To this effect, it has done the following:
The World Bank has informed the Government of Niger that it can redirect US$11.7 million in grant funds under the new Public Expenditure Reform Financing (US$40 million) to meet emergency needs. The Bank is financing the purchase of improved millet seeds, cereals and food supplements for about US$1.7 million, partly through the  Africa Emergency Locust Project A Bank team is currently on the ground in Niger to assess what further funding could be available under the Locust Project to help combat the current crisis.  The Bank has also suggested that the Government consider the use of part of the funds that have been freed up through the Heavily Indebted Poor Countries Initiative (US$84 million annually) to address the crisis.

FAQ Historical Background At the beginning, the area referred to as the Niger Delta was limited to the geo-political zone occupied mainly by minorities of Southern Nigeria which currently comprises six states of Akwa Ibom, Bayelsa, Cross River, Delta, Edo and Rivers. But in recent years, the Niger Delta region was redefined and enlarged to include all the contiguous nine oil-producing states. The new states of Abia, Imo and Ondo were, therefore, added to the original six. The region has some unique characteristics which tend to make development difficult. It is, for instance, one of the largest wetlands in the world. It covers an area of 70,000 square kilometres and is noted for its sandy coastal ridge barriers, brackish or saline mangroves, fresh water, permanent and seasonal swamp forests as well as low land rain forest. The whole area is traversed and criss-crossed by a large number of rivers, rivulets, streams, canals and creeks.

FAQ THE NIGER DELTA : A BRIEF HISTORY The Niger Delta extends over an area of about 70,000 square kilometres and accounts for 7.5% of Nigeria’s land mass. Extending from Apoi to Bakassi, from Mashin creek to the Bight of Benin, it covers a coastline of 560 km, about two-thirds of the entire coast line of Nigeria. The Niger Delta is world's third largest wetland, coming after Holland and Mississipi. It consists of relatively small upland with the rest being riverine fresh and brackfish water mangrove swamp hemmed in by sandy coastal ridge barriers. The Niger Delta region traverses nine out of the 36 States making up the Federal republic of Nigeria. These are Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers States. The estimated population of the region is about 20million comprising over forty different ethnic groups speaking 250 different dialects across about 3000 communities. The predominant occupation in the area are farming and fishing. Except for the oil sector, the industrial base is virtually none existent, the further one goes into the wetland.

In the thousand years up to the 19th century, power in the region was based on control of the great trans-Saharan trade routes. The Hausa Kingdom dominated the central area from the 13th century. This power decreased from the 18th century onwards, as European traders used sea routes to make contact with West Africa. Colonised by the French in the late 19th century, Niger became part of French West Africa until 1958. It achieved independence in 1960. Hamani Diori was elected head of state and re-elected in 1965 and 1970. His government presided over a period of stability until its latter stages when severe drought from 1968 onwards brought about widespread civil unrest. (MNSD), which became the sole legitimate political party.

Professor James Giblin, Department of History, The University of Iowa Like the art of all peoples, the art of Africans expresses values, attitudes, and thought which are the products of their past experience. For that reason, the study of their art provides a way of learning about their history. Through the study of African art we can study the questions which have long preoccupied historians of Africa. This essay written by a historian who studies the African past presents an introduction to these questions. Its purpose is to encourage students to use their knowledge of African art to think about issues in African history. As students of African art begin to consider the African past, they must also consider how Western conceptions of "race" and "racial" difference have influenced our notions of the African past. These ideas, which have usually contrasted the presumed inferiority of black peoples with the superiority of whites, arose in Western societies as Europeans sought to justify their enslavement of Africans and the subsequent colonization of Africa. Historians now recognize that ideas of racial inferiority have inspired the belief that in the past African peoples lived in a state of primitive barbarism. At the same time, they have realized that many of the European writings which they use to reconstruct the African past such as accounts by nineteenth-century missionaries and travelers, for example are themselves tainted by these same notions of African inferiority.
