Fairness and Equity in Canada - Danny Williams
Canada is a country of great economic, political and cultural differences. The problem of regional economic disparity has been part of Canada's history for a long time. The strength of the federation is in redistributing national income generated in a few "have" provinces to support social programs and an income safety net for "have not" provinces. The weakness of the federation is that it lacks the constitutional structures, or political will, to allow a small ocean resource-based province like Newfoundland and Labrador to develop its own economy, or to benefit from development as other provinces do. ALIENATION OF RESOURCES AND ECONOMIC OPPORTUNITY This Province brought into Canada the bountiful ocean, land, and energy resources that could be the basis for the development of a strong economy, high employment, and adequate revenues to support programs and build infrastructure. There is a strong conviction in the Province that federal management of those resources subordinate the interests of this Province in favour of political and commercial objectives in other provinces and countries, and that federal economic and fiscal policies have had the effect in this Province of transferring opportunities, revenues, jobs and people from here to other jurisdictions in Canada and to other countries.
