According to some accounts, the Innu once believed that death could come from just looking at what today is called Churchill Falls. They were right, but in a way that the Innu could not have foreseen. When industries and governments turned their attention to the riches and power of the Labrador interior in the middle of this century, they condemned Labrador's Native cultures to epidemics of disease and the loss of their food resources. Disease depleted the Native population and hunger resulted in Innu dependence on outsiders that seriously undermined their way of life.

It describes the recent performance of Newfoundland's economy over the past decade and provides some detail on the LMDA and the rationale for support measures. Section 2 focuses on the Employment Assistance Services, provides an overview of the EAS, and a discussion of the issues and results of the evaluation. The overview describes the EAS rationale, objectives, sponsors, delivery methods, services provided, day-to-day operations, client base, and number and location of offices. Section 3 focuses on the Local Labour Market Partnership Projects and provides an overview of the LLMP; a discussion of issues; current theory regarding best practices for community economic development and labour market clearing, and observations and results of the evaluation. St. John's Labrador by only 11 miles, and from Cape Breton by 70 miles. In geology and structure it is more closely linked with Nova Scotia than with the great area of undulating ancient granites (known as the Shield) in eastern Canada. The structure or build of Newfoundland is probably the chief factor in determining the remarkable distribution of settlement in the island. Although settlement was begun more than 300 years ago it is still almost wholly confined to the coasts, except in two small areas near Grand Falls and Deer Lake . This situation may be ascribed to the fact that the island is plateau-like, with steep shores on all sides except the northeast.

News Release Backgrounder June 20, 2003 GOVERNMENT OF CANADA AND GOVERNMENT OF NEWFOUNDLAND AND LABRADOR PARTNER TO FUND BROADBAND ACCESS TO RURAL AND REMOTE SCHOOLS AND COMMUNITIES ST. JOHN'S, Newfoundland and Labrador - Minister of Industry and Minister responsible for Infrastructure, Allan Rock, together with Newfoundland and Labrador Premier Roger Grimes, today announced the commitment of the Government of Canada and the Government of Newfoundland and Labrador to a $15-million initiative to expand high-speed broadband Internet access services to rural and remote schools and communities in the Province. Each level of government will contribute $5 million towards this initiative. "Broadband access has the potential to enhance the quality of life for all Canadians, especially for residents of communities in rural and remote areas of the country. In particular, using broadband will provide this benefit through distance learning, tele-health, and e-business services," said Minister Rock. "This broadband initiative under the Canada Strategic Infrastructure Fund demonstrates our commitment to innovation and learning. It also brings the Government one step closer to ensuring broadband access is available to all Canadian communities by 2005." "The Government of Newfoundland and Labrador is committed to investing in education through both our Strategic Social Plan and the Renewal Strategy for Jobs and Growth," said Premier Grimes. "In particular, we are committed to ensuring equal educational opportunity for our young people, whether they live in a large urban centre or a small rural community. Strategic investments in leading edge telecommunications infrastructure, such as high speed broadband Internet, allows us to strengthen our distance education delivery system throughout the province. Broadband infrastructure can also be used for other community applications, such as the provision of telemedicine services, on-line government services and e-commerce within the private sector."

February 23, 2003 On December 6, 2001, an amendment to Canada's federal Constitution Act officially approved a name change from the easternmost province of Newfoundland to the province of Newfoundland and Labrador. The move for change began in the early 1990s to provide "symbolic but important recognition of Labrador's status as a full and vital partner within the province, with its own unique geography, history and culture." (source) The name Newfoundland alone represents less than half of the territory of the province, which consists both of mainland Labrador in the north and island of Newfoundland in the south. Before the change Labrador was definitely neglected by the provincial name.
