WHICH BASIC SKILLS CAN BE TAUGHT IN VOCATIONAL EDUCATION? Attempting to address each of these areas while at the same time providing a rigorous, hands-on program of instruction in a specific occupational area may seem unrealistically ambitious, but evidence confirms that many vocational programs already include a significant amount of instruction in at least some of these skill areas. For example, vocational education students, teachers, parents, and business and industry representatives in North Carolina were asked to review existing and revised curriculum materials for three vocational programs. Results indicated that the materials included significantly more instruction in science and math skills than the respondents had imagined (Holsey and Rosenfeld, 1985; Rosenfeld and Holsey, 1985). Michael Weisberg (Philosophy, Penn) has called my attention to this recent article in The New York Times on the choice of college majors; a pertinent excerpt: In their recently published "College Majors Handbook With Real Career Paths and Payoffs" (Jist Publishing), three economists from Northeastern University in Boston try to quantify just how much students with a variety of majors can expect to earn in their careers. The authors concluded that choosing a major was more crucial to future financial success than the college attended. One of the authors, Paul E. Harrington, an economist and associate director at the Center for Labor Market Studies at Northeastern, said that, on average, humanities and education majors fared far worse financially than students in business or engineering. In 2002, workers with degrees in chemical engineering and accounting were on the high end, earning an average of $75,579 and $63,486, respectively. On the low end, philosophy majors made an average of $42,865 and elementary education graduates $38,746.

    ABSTRACT The SWOT ( S trengths, W eaknesses, O pportunities, and T hreats) analysis has been a useful tool for industry. This article proposes the application of the SWOT tool for use as a decision-making aid as new vocational programs are planned. The process of utilizing the SWOT approach requires an internal survey of strengths and weaknesses of the program and an external survey of threats and opportunities. Structured internal and external examinations are unique in the world of curriculum planning and development. Educational examples using the SWOT analysis are provided by the authors. It is a useful way of examining current environmnetal conditions around program offerings. An insight into the wide range of the potential applications of SWOT is also an intended outcome of this paper.   • The disconnected rate of 16.2 percent for young men in New York City is twice that of males nationally (7.7 percent). Among both males and females, African American and Latino youth have much higher disconnected rates than do Non-Hispanic Whites and Asians. The differences are greatest among males, where, in 2000, Black (16.6 percent) and Hispanic (16.0 percent) disconnection rates were twice those of Whites (7.6 percent) and Asians (7.3 percent). But the very highest disconnection rate was for Hispanic females (20.5 percent).
  • Implications for Public Policy:
    Although strategic thinking about disconnected youth must start with the schools, educational initiatives cannot do the job alone. The three CSS proposals outlined below focus on employment opportunities.
