    The Center for Teacher Education coordinates the several teacher preparation programs at the College, acts as a clearinghouse of information related to the preparation of teachers, provides information on the various state requirements for teacher certification, promotes faculty development by holding seminars, workshops and conferences for current teachers, acts as the fulcrum for new program initiatives in teacher preparation, administers externally funded grant programs, and provides instruction in education courses required of students in teacher education programs, as well as elective courses in education. The center administers the Partnership in Teaching
    Provisional Certification Programs
    Ithaca College provides programs that lead to provisional and permanent New York State teaching certification in a variety of disciplines. All teacher education programs are registered with the New York State Education Department. Information about certification requirements in other states is on file in the Center for Teacher Education and the Office of Career Planning and Placement. New York State has reciprocal teaching certification agreements with numerous other states. Information about reciprocity is on file in the Center for Teacher Education. Ithaca does not offer a separate degree in elementary education.

The New York City Department of Education recruits and hires teachers from other countries. Representatives from the Office of Recruitment travel to several countries to hire recently certified and experienced teachers. To facilitate the transition of certifications from different countries, the New York State Department of Education has Memoranda of Understanding that establish reciprocity with these countries. Additionally, the Office of Recruitment assists international applicants with the paperwork related to the application for the proper work visa. The following information explains the process of reciprocity, provides a list of the countries to which it applies, and explains the residency requirements for teaching in the New York City public schools.

New York State Certification Requirements Who needs to be certified?
Classroom teachers, administrative and supervisory personnel, teaching assistants, and pupil personnel service professionals are required to hold a Certificate issued by New York State in order to be employed in the State’s public schools. In addition, New York State also requires that Coaches, Visiting Lecturers and teachers of Adult, Community and Continuing Education obtain a Special License.
The NYCDOE continually offers workshops to assist those who are interested in becoming state certified teachers.

About Recruiting, Retaining, and Supporting Qualified Teachers
This latest volume in the Harvard Education Letter Spotlight Series provides a tool kit for principals and administrators seeking to improve the quality of classroom teaching in an era of increasing accountability. The No Child Left Behind Act of 2002 mandates that all teachers be "highly qualified" by 2006, although the criteria for meeting this standard are vague at best. Meanwhile, half of the nation's teachers are expected to retire by the end of the decade, and turnover among new teachers is high: 30 percent leave their jobs within three years and 50 percent leave within five. The book provides an overview of the historical and cultural factors that shape teaching as a profession and frame the debate over its future. It goes on to examine efforts to rethink the preparation of teachers and principals; to outline hiring practices that help administrators identify talented candidates and ensure a good fit with their schools; and to assess a variety of strategies for supporting new teachers and providing growth opprotunities for experienced ones.
