What you need to know about degree completion
and certification
Declaration of Candidacy
Is this your last semester? Then you need to file a Declaration of Candidacy for a Graduate Degree form. You should complete this form in the semester in which you expect to receive a graduate degree. Declaration is valid for one semester only. If you do not graduate, another Declaration should be submitted the following semester. Please familiarize yourself with the policies and deadlines for degree completion. In particular, you should be aware that grades for courses required for the degree cannot be changed after the degree is conferred; a grade of "Incomplete" must be completed before the degree is awarded. Also, you must be continuously registered each fall and spring semester until you are awarded your degree. You must register during summer if that is the semester you will complete your degree requirements. Declaration of Candidacy forms can be completed on-line here Top of page
Comprehensive Examinations/Final Projects
You should check with your faculty adviser for details on requirements for degree completion. Different programs have different requirements and they may vary from year to year. Comprehensive examinations, oral examinations, position papers, and portfolios are typically completed during the last semester of your degree program (usually excluding summer).

Adelphi University Announces Intensive Teacher Education Program to Assist in NYC Teacher Certification
Working with the New York City Board of Education, Adelphi Introduces Provisional Certification Program for Summer 2000
Garden City, NY May 31, 2000 Adelphi University's School of Education and its Manhattan Center, working closely with the New York City Board of Education, this summer will begin an Intensive Teacher Education Program, offering accelerated education courses in all five boroughs to NYC teachers who seek provisional teacher certification with New York State. The shortage of certified teachers in the New York City schools has been described as a crisis in recent reports. Approximately 12,000 current New York City public school teachers need certification; over the next five years, 50,000 additional certified teachers will be needed in New York City classrooms. In announcing the program, Adelphi president Steven L. Isenberg today said, Adelphi Universitys School of Education has graduated 14,000 teachers over the last two decades, forty percent of whom have taught in New York City public schools. Obviously, Adelphi's mission in teacher education meshes perfectly with a distinct and pressing public need, both today and in the future. The Board of Education and Howard Tames, head of the Boards office of human resources, have been very helpful in guiding us toward the construction of a program that teachers will find convenient to use and directly applicable to their needs.

Assessment for National Teacher Certification. ERIC Digest 7-88.
The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.
WHAT WILL NATIONAL CERTIFICATION MEAN?

ESL Teacher Certification. ERIC Digest.
English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Getting Teacher Certification
In New York State
To teach in a public school in New York State, prospective teachers first get a provisional certification, then permanent certification. However, you can teach in many private schools with a Bachelor of Arts in mathematics. In order to get provisional certification in New York State you need: 36 hours of mathematics, 18 hours of education, student teaching practicum, and two workshops (child abuse recognition and drug). You can send a transcript and evidence of taking certain required workshops to the state and get provisional approval. You can later use work experience in lieu of practice teaching. You do not need to go through an accredited program to get certified. Eventually, you will need a masters to get permanent certification in most states. One good route is to get a Master of Arts in Teaching (MAT), a professional degree usually requiring 1.5-2 years after a Bachelor of Arts. Cornell has an MAT program in CALS: Cornell Teacher Education (CTE).

INFORMATION FOR Prospective Students SUNY Oswego Students Parents Alumni ... student School of Education Advisement on New York State Teacher Certification Requirements Graduating from many of the programs in the School of Education fulfills the academic requirements of teacher or pupil personnel certification in New York State. However, the New York State Education Department (NYSED) has additional requirements for all certifications, including passing scores on New York State Teacher Certification Examinations, U.S. citizenship, good moral character (confirmed by a criminal background check), and timely application. In addition, new NYSED teacher certification regulations will be fully implemented after February 1, 2004. As a result, SUNY Oswego cannot recommend candidates for provisional and permanent certification after February 1, 2004 and 2009, respectively. Therefore, all candidates in provisional and permanent certification programs must graduate and complete the NYSED certification application process by these dates as well.
