, who is temperamentally unable to stay out of the headlines for more than 72 hours, is back in them again. Last week, the New York state attorney general accused commercial insurance companies of bid-rigging. In response, the stocks of the biggest players implicated, and AIG , have tanked, losing a combined $38 billion in market capitalization. More alarming for the insurers, Spitzer signaled this was just the beginning of an industry-wide investigation. For when he finds a few bad eggs, Eliot Spitzer cleans out the entire coop and changes the way it is run, as Wall Street's investment banks and mutual funds have learned to their dismay. In the past two years, in a state filled with big egos—Gov. George Pataki and New York City Mayor Michael Bloomberg on the right, Sens. Hillary Clinton and Charles Schumer on the left—Spitzer has emerged as the most consequential political figure. He may be America's most powerful politician outside Washington. He has transformed a sleepy office into the nation's dominant regulator and re-engineer of the financial services industry—all in the name of protecting consumers.

New York City: A Theological and Cultural Resource
During their time at GTS, many students take the 1250-foot ride to the top of the the Empire State Building. Just eleven blocks north of the Seminary, the observation deck of the legendary skyscraper affords a unique view of Chelsea Square. As you survey the amazing panorama, the Seminary’s tiny tower, nearly lost amidst the sprawling urban landscape, is a powerful reminder of all that is larger-than-life about our distinctive location. Having taken up its home on Chelsea Square soon after the City’s roads had reached 21st Street, General seems, from its earliest beginnings, to have been destined to pursue theological education on a patch of green in the middle of the city. Just as it was for General’s earliest students, theological education at this, the most urban of Episcopal seminaries, embodies a particular set of academic and cultural possibilities born out of its cosmopolitan environment. Deliberately, General seeks to cultivate the unique opportunities for learning offered by our location. In 2000 GTS became the first seminary in New York City to join Lower Manhattan Together, an affiliate of the Industrial Areas Foundation (IAF). The partnership gives GTS students the opportunity to address social concerns such as public housing, schools, and employment issues, particularly in an urban setting. This year GTS was the first theological school to ever host an IAF training workshop. It taught our students about claiming power and working in the public realm to effect social change. Over two thousand congregations and associations comprise IAF and they represent vast ethnic, ecumenical and interfaith diversity across the U.S.

Governor George E. Pataki and Attorney General Eliot Spitzer today announced two landmark agreements that will dramatically reduce emissions from six upstate coal-fired power plants, including the state's two largest polluting power plants.

Combined, the settlements represent the largest reduction in air pollution levels ever attained through settlement in New York. Together they will reduce NOx emissions by more than 18,000 tons annually - the equivalent of removing 2.5 million cars from New York's roads. SO2 emissions will decrease by more than 123,000 tons per year - the equivalent of removing every diesel truck and bus operating in the United States. "These historic agreements will dramatically enhance air quality in New York, improve public health and help preserve the state's greatest natural treasure, the Adirondack Park," Governor Pataki said. "They are also innovative settlements that will help promote clean energy technologies, preserve open space, and assist lower-income home owners and school districts in New York. New York truly is an environmental leader and these agreements build on the unprecedented progress we've made over the last ten years to reduce harmful emissions and protect the air we breathe for future generations."
