A Guide to Special Education
Produced by New York Congress of Parents and Teachers, Inc. (NYS PTA) and New York State United Teachers (NYSUT) All Students Can Learn Every child can learn. Across New York State, children with disabilities are learning and achieving at unprecedented levels. Some children with disabilities need special education programs and services or other supports to help them learn. The Federal Individuals with Disabilities Education Act (IDEA) establishes a prominent and active role for parents and teachers in planning and implementing educational programs for eligible students with disabilities. Parents and teachers, working collaboratively with other school staff, play critical roles in helping students become contributing individuals in adult society. Sometimes special education policies and procedures can seem overwhelming to parents, teachers and school personnel. Take heart: The information provided in this guide can help you participate meaningfully in a child's educational program. General Information A student with a disability has a mental, physical or emotional impairment that affects his or her educational performance and requires special services and programs. In New York State, special education is provided for preschool students (ages 3 to 5) and school-aged children (ages 5 through 21.) For school-age children, disabilities that may require special education services include autism, deafness, deaf-blindness, emotional disturbance, hearing impairment, learning disability, mental retardation, multiple disabilities, orthopedic impairment, other health impairment, speech or language impairment, traumatic brain injury, or visual impairment (including blindness).

Glossary - Chapter 655 Reports District Summary Statistics Category Definition Need-to-Resource Capacity A district's estimated poverty percentage divided by its Combined Wealth Ratio. Total enrollment The number of students enrolled in prekindergarten through grade 12 including students with disabilities in ungraded classes. Percent White The number of enrolled White (not Hispanic) students divided by the total district enrollment. Percent Black The number of enrolled Black (not Hispanic) students divided by the total district enrollment. Percent Hispanic The number of enrolled Hispanic students divided by the total district enrollment. Percent Other The number of enrolled other minority students divided by the total district enrollment. Annual attendance rate Average daily attendance divided by the possible average daily attendance. Census poverty index The number of children 5 to 17 years of age in families below the poverty level, as determined by the Federal census. Percent free/reduced price lunch The number of students in kindergarten through grade 6 participating in the free-and-reduced-price lunch program divided by the enrollment in full-day kindergarten through grade 6. Limited English proficient rate The number of limited English proficient students (also known as English language learners) as defined by Section 154.2(a) of the Regulations of the Commissioner of Education divided by the total district enrollment in grades PreK-12.

Download image .zip format - 300 dpi - 6 MB Dr. Mohamed ElBaradei is the Director General of the International Atomic Energy Agency (IAEA), an intergovernmental organization within the United Nations system. He was appointed to the office effective 1 December 1997, and reappointed to a second term in September 2001. Dr. ElBaradei was born in Cairo, Egypt, on 17 June 1942, son of the late Mostafa ElBaradei, a lawyer and former President of the Egyptian Bar Association. He gained a Bachelor’s degree in Law in 1962 at the University of Cairo, and a Doctorate in International Law at the New York University School of Law in 1974. He is also the recipient of various honorary degrees. He began his career in the Egyptian Diplomatic Service in 1964, serving on two occasions in the Permanent Missions of Egypt to the United Nations in New York and Geneva, in charge of political, legal and arms control issues. From 1974 to 1978 he was a special assistant to the Foreign Minister of Egypt. In 1980 he left the Diplomatic Service and became a senior fellow in charge of the International Law Program at the United Nations Institute for Training and Research. From 1981 to 1987 he was also an Adjunct Professor of International Law at the New York University School of Law.

    Fordham University maintains six graduate schools, offering numerous individual master's and doctoral degree programs and broadly humanistic training for the professions of law, finance and industry, government and public service, ecclesiastical leadership and pastoral care, education, psychology, social work, and academic scholarship. Fordham's 7,000 graduate students attend one of six schools: the Graduate School of Arts and Sciences, the Graduate School of Business, the Graduate School of Social Service, the School of Law, the Graduate School of Education and the Graduate School of Religion and Religious Education.     New York Medical College, one of the nation’s largest private health sciences universities, offers advanced degree students a breadth of learning opportunities and experiences that is unparalleled in the nation. The School of Public Health provides students with:
    A Wide Range of Accredited Graduate Programs
    The School of Public Health is one of 34 schools in the country to be granted accreditation by the Council on Education for Public Health (CEPH). The School offers the 45-credit Master of Public Health (MPH) in ten disciplines, the 36-credit Master of Science (MS) in eight areas, dual degrees (MD/MPH, JD/MPH), the newly established Doctor of Public Health (DrPH) in Epidemiology, a nationally recognized Doctor of Physical Therapy and nine Graduate Certificates.
    Accommodating Class Schedules and Locations
    The majority of 500 students are part-time. Only our Physical Therapy and Speech-Language Pathology programs are full-time, day programs. Classes for the other degree programs, as well as selected certificate programs, are offered in the late afternoons and evenings and on weekends. Classes are also offered at Good Samaritan Hospital in Suffern, New York and Danbury Hospital in Danbury, Connecticut.
