National Business Agent Elected to a four-year term as Region 15 National Business Agent by acclamation at the 2002 Philadelphia convention, George Mignosi has represented letter carriers in metropolitan New York for a decade and a half.
A member of Brooklyn Branch 41, Mignosi was appointed Region 15 NBA by President Sombrotto in February 2002 to fill the vacancy created when NBA Brain Hellman moved to national headquarters as Director of the Mutual Benefit Association.
Mignosi began his postal career in 1979 at the GPO in New York City as a clerk but soon moved to the letter carrier craft and became a member of Brooklyn Branch 41 in 1980. By 1986 he was an NALC shop steward at Canarsie Station and chosen as a delegate to the 1986 NALC Convention in St. Paul.
The 45-year-old Mignosi will never forget his experience at the 55th convention. "It was career-changing. For the first time, I really saw and understood the power letter carriers could bring to themselves. I learned that we are stronger, that we are empowered, when we work together to enforce the National Agreement on the workroom floor. I came home charged up."

Study Finds Genetic Link Between Intelligence and Size of Some Regions of the Brain
By NICHOLAS WADE lunging into the roiled waters of human intelligence and its heritability, brain scientists say they have found that the size of certain regions of the brain is under tight genetic control and that the larger these regions are the higher is intelligence. The finding is true only on average and cannot be used to assess an individual's intelligence, said Dr. Paul M. Thompson, the leader of the research team and a pioneer in mapping the structure of the brain. The measurement of intelligence has long been a controversial issue, and even more so the efforts to tease out the relative contributions of heredity and environment. Dr. Bruce L. Miller, a neurologist at the University of California at San Francisco and an expert on brain changes in Alzheimer's disease, said Dr. Thompson's work was "an exciting study that starts to show there are some brain areas in which there are very significant genetic influences on structure." And Dr. Robert Plomin, a psychologist who studies intelligence at the Institute of Psychiatry in London, said the high correlation found between the size of certain areas of the brain and general intelligence "does make it harder to dismiss intelligence as some meaningless construct, as some want to do."

Regions in Brief
New York City Residents in the surrounding areas of New York, New Jersey, and Connecticut refer to it simply as "the City," as if there were no other. The city comprises about 300 square miles divided into five boroughs the Bronx, Brooklyn, Manhattan, Queens, and Staten Island. Best known for world-class museums, Broadway theater, Madison Avenue shopping, four-star cuisine, and glamorous nightlife, it's also a great place for more low-key adventures, like grabbing a hot dog at Yankee Stadium or spending a sunny afternoon in Central Park. At 188 miles, long is an accurate description of the island situated to the east of Manhattan, dividing the waters of the Long Island Sound from the Atlantic Ocean. As you may have guessed, the sea is the dominant theme here charming ports, sandy beaches, and fresh seafood abound. Surprisingly, it's also an agricultural area that supports numerous farms and award-winning vineyards. The North Shore, or "Gold Coast," is strewn with mansions formerly belonging to Astors and Vanderbilts, now transformed into museums open to the public. Tashkent is capital of the country and of Tashkent Oblast. The population is 2,120,000 (1991 estimate). Located in an oasis near the Chirchiq River in a cotton- and fruit-growing region, Tashkent is a major industrial and transportation center and is the largest city in the Central Asia. It has industries producing machinery, cotton and silk textiles, chemicals, tobacco products, and furniture. A center of Uzbek culture, Tashkent has several libraries and is the seat of the Uzbek Academy of Sciences and numerous other academic institutions. Bukhara Last Updated: 02/29/00 Bukhara, a city in Uzbekistan, in Central Asia, and the capital of Bukhara region.The city is situated in an irrigated oasis on the Shakhrud Canal, in the valley of the Zeravshan River. An 8-mile (13-km) rail spur connects old Bukhara with the newer rail town of Kagan (formerly, Novaya Bukhara, or New Bukhara). Kagan is on the main line that links Tashkent with Krasnowodsk. History The date of the founding of Bukhara, one of Central Asia's oldest cities, is not known. The city is first mentioned in Chinese chronicles of the 5th century. When the Arabs arrived in the 7th century to introduce Muslim culture, they found a thriving trade center on the Silk Road from China. Bukhara became a center of Muslim learning under the Persian Samanid dynasty in the 10th century. The city was destroyed by Genghis Khan in 1220. Later rebuilt, it had another period of prosperity in the 16th century under the Shaybanids. As maritime routes replaced the old caravan trails, Bukhara declined, and its emir accepted Russian suzerainty in 1868. After the Bolshevik Revolution in 1917, the old emirate existed for a short while as a Soviet republic (1920–1924) before it was carved up among the new ethnic republics of Turkmenia, Uzbekistan, and Tadzhikistan. Population: 249,600 (1991 est.).

The most recent (2001) Survey of Orchards and Vineyards published by the NY Agricultural Statistics Service indicated that there are 31,745 acres of vineyard in New York state growing on 962 farms. The state's production is still dominated by Native American varieties and 65 percent of the acreage is planted to Concord.

Counties bounded by Lake Erie (Chautauqua and Erie) and the Finger Lakes have more than 85% of the state's vineyard acreage. Lake Erie counties, Chautauqua and Erie, have more than half of the state acreage. These vineyards form the northern half of the "Concord grape belt" which borders Lake Erie in New York, Pennsylvania and Ohio. The dominance of traditional Native American varieties is most complete in this region; almost 99% of the acreage is planted to native varieties with more than 90% of that being Concord. Native American varieties also form a majority of Finger Lakes grape acreage (62%). but, the more diverse needs of the wine industry demands a greater array of grape varieties. The survey reports 9 separate native varieties in the region, and less than 1/3 of the acreage is planted to Concord. Hybrid varieties make up 21% of the Finger Lakes acres, and Vitis vinifera 13%. Although the eastern counties (primarily Ulster, Duchess and Suffolk counties) have considerable native and hybrid grape acreage, the area is dominated by V. vinifera varieties.
