Front Page March 10, 2004 Dong Joo Kim has never visited the Statue of Liberty. But her rendering of the famous icon of hope and freedom will soon be seen on the backs of those around the township as part of a local effort to raise funds for a campaign to repair the national monument. Kim is a Woodbridge High School se­nior who emigrated with her family from Korea to the United States in 1998. Her pen-and-ink depiction of Lady Liberty will be duplicated on thousands of T-shirts sold throughout the township. "While drawing the Statue of Liberty, I was thinking about how people wearing the T-shirts with my design and my sig­nature would look, and it made me feel like I’m a professional artist. So I put ex­tra effort and time in this project," Kim said. Kim said she and her family emi­grated from Korea for better education and broader job opportunities. Today's PTAs are about more than bake sales
Q: At Parents' Night, I was asked to join the school's "PTO." Is that like the PTA? Do they just fund raise? Will joining benefit my kindergartner? A: Groups where parents and teachers work to improve the life of a school go by several names. The most familiar is PTA, (Parent Teacher Association), a national organization with chapters that pay dues and receive benefits in return. About 25 percent of parent-teacher groups are affiliated with the National PTA. PTO means Parent Teacher Organization, a generic term to describe groups independent of the PTA. Sometimes the groups are known as PTC (Parent Teacher Council) or HSA (Home School Association). Tim Sullivan, a school administrator who founded PTO Today, an organization offering guidance to the remaining 75 percent of teacher-parent organizations, says "reams of research show a strong correlation between a high-achieving school and an active parent-teacher group. So, Mom, sign up and find a suitable role, no matter what the group calls itself. Even if you can only find an hour per semester, you'll be sending a powerful message to your kindergartner that school is a priority for our family."

In a celebrated 1995 essay, Harvard political scientist Robert Putnam warned that Americans were far less likely to join groups than in the past. Citing declines in many major organizations—labor unions, the League of Women Voters, PTAs, and bowling leagues—Putnam concluded that Americans had become far less civic-minded, a trend that would inevitably lead to a fractured and balkanized America. Ladd, professor emeritus at the University of Connecticut, disagrees. A great deal of evidence, he contends, shows Americans are now more likely to join associations and aid charities. We are less likely to bowl than in the past—but more likely to join soccer leagues. Women have shifted their allegiance from the League of Women Voters to less political groups, such as the Soroptimists and local businesswomens’ associations. And while PTA membership is declining, parents aren’t abandoning the schools; they’re more likely to create independent, locally controlled parent-teacher organizations (PTOs), which don’t have to pay hefty dues to the PTA national headquarters or follow its political lead. Americans are also increasingly donating time to worthy causes. Polls show steady rises in the percentage of Americans who say they volunteer to help others. In 1977, for instance, 26 percent of Americans surveyed said they donated time to help the poor, the sick, and the elderly. By 1995, the percentage had more than doubled to 54 percent. Charitable donations are also rising, from $349 per person in 1970 to $524 in 1996 (measured in constant 1993 dollars).

Schools depend on fund raising but seek more accountability

Parents have become so good at selling sodas, raffling motorcycles and cleaning stadiums that PTAs, PTOs and boosters clubs combined are providing about $1 million a year for Rock Hill's public schools. With cutbacks in state funding, schools have become increasingly dependent on money parents raise for the enrichment tax money can't afford. It also has fostered administrative problems: Fund raising has spiraled so much that district officials are not always certain where and how the money is being spent. Nor, sometimes, are some parents who devote countless hours to fund raising. Parent groups keep their own books on the thousands of dollars they raise, but from there the gifts enter a labyrinth. Some make donations to the school or to the athletic department, and others to the boosters clubs or to the specific activity they are supporting. Some buy items themselves and give it to the school or department, making the gift part of the district inventory. But what if the gift doesn't meet state standards for schools?

To find out what else is cool this year, the Enquirer talked to teachers, parents and administrators about their plans. Here are some of the trends popping up around Greater Cincinnati schools in 2004-05: Gone are the ladies in hairnets plopping "mystery meat" on trays. The new cafeteria is all about student choice. High schools are eliminating traditional lines altogether, allowing students to grab their burgers, fries, subs and the like. Even elementaries are experimenting with self-serve, although students still get some help in lines. Among the schools trying the new concept this year: Conner Middle School in Hebron, all four elementaries in Erlanger, Walton-Verona Elementary School, Monroe Junior/Senior High School and Lebanon High School.

Chapter 9 - Resources Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? As an additional component of this chapter, we provide some information on the use of various information resources available through the Federal government. Not only is money essential for acquiring technology but so is good information about the availability of Federal programs and information sources. General Approaches to Resource Acquisition
In this area, we identified a list of nine very general approaches to expanding the resource base available to schools involved in implementing technology. It included various sources of resources (e.g., private versus public), various types of resources (e.g., money versus in-kind), and different types of relationships with the resource providers.
In the questionnaire, we asked schools to indicate whether they were using a particular technical support approach and to rate how much the approach helped on a four-point scale. These questionnaire data are summarized in Table 9.1.
