Newsletter Archive August - September 2003 (August / September 2003) PTA? SEPTA? PTO? Are you confused by all of these acronyms? Do you wish there was someone who could explain the terms and the differences between each of these organizations? If so, your wish is about to come true. Let's start by defining the acronyms. Most people know that PTA stands for Parent Teacher Association. SEPTA stands for Special Education Parent Teacher Association and a SEPTSA includes the students. While PTO is shorthand for a Parent Teacher Organization. So now you know what the letters stand for, what do they mean to you as a parent?
  • PTAs are local groups that affiliate with the national PTA, an organization with more than 6 million members nationwide and overseas. These local groups pay state and national dues, but in exhcnage, receive benefits from the state and national organizations. PTAs allow members to network with fellow members/volunteers who help one another, share resources and ideas. SEPTAs are community-wide organizations. They aren't associated with a single school, like the vast majority of PTAs. And unlike most PTAs, SEPTAs focus primarily on special education issues and advocacy for children with disabilities. National PTA first introduced the concept of SEPTA in 1996 to address the unique needs of parents of children with special needs. SEPTA members should also consider participating in their school PTA or PTO. School-based parent organizations can provide parent involvement opportunities that many SEPTAs do not.

The national PTA’s position as presumed leader of the parent group world is no longer a given. More than 75 percent of U.S. groups are now PTOs.

It was perhaps the loudest reaction on the first day of the 2000 national PTA convention in Chicago. Illinois Superintendent of Schools Dr. Glenn McGee remembered a day earlier in his career when he made the “mistake” of referring to parent groups as “PTOs.” Almost on cue, the crowd of 1,500 or so PTAers roared their disapproval. Loud boos echoed through the cavernous meeting hall. He may as well have said that he hated the Cubs, the White Sox, the Bulls, and the Bears. Why the strong emotions? Are PTOs hurting kids or doing something wrong? While no PTA defenders go that far, there is a subtle but undeniable implication in PTA circles that those independent groups that aren’t part of the PTA are in some way choosing to abandon the cause of children. It’s a debate that has smoldered quietly for decades but that seems to be burning with renewed vigor in recent years. Now more than ever, the national PTA is at a crossroads, and the debate over its future — and the direction taken by thousands of individual school parent groups — has heated up. For some groups, the PTO vs. PTA debate is simply a matter of dollars and cents (either “we don’t want to send any money out of our school” or “are we getting enough service for the money we send out of our school?”). For others, though, the debate takes on a significantly increased importance. “If we don’t speak for all children, then who will?” the PTA’s most loyal defenders often ask.

GERRY O'BRIEN, Butte By SANDRA KALLIO/Wisconsin State Journal While public schools have been criticized for racial and gender achievement gaps for decades, there's another gap under scrutiny parental involvement in schools, particularly among men and minorities. Nine of 10 Parent Teacher Association (PTA) members are women and more than eight in 10 are white, according to the national PTA. While the organization has come a long way in the century since it was founded as the National Congress of Mothers, it remains far from balanced demographically. That's why the PTA is piloting an Hispanic Outreach Initiative in California, Florida and Texas. The goal is to create a network of Latino leaders to reach out to Latino families, so they feel welcome to participate in their children's education. This is not just a warm, fuzzy concept. Research indicates that when parents are involved in schools, their children do better academically. Parent-teacher groups in the Madison School District seem to include more men than the national average but remain mighty white. According to a tally of board presidents and co-presidents listed on school district Web sites, about eight in 10 top officers are women. Those contacted for this story note few peers from minority populations, even though about four of every 10 students are minorities.
