    Academy graduates are awarded a Bachelor of Science degree and commissioned as Second Lieutenants in the U.S. Army. They must serve a minimum of five years on active duty followed by three years in the reserves. Unlike virtually all other bachelor-degree granting institutions in the U.S. (but like the other military academies), the Academy does not refer to its students as freshmen, sophomores, juniors, or seniors; they are instead officially called "fourth class," "third class," "second class," and "first class."     Panel Will Help Support Military Missions and Jobs in New York State
    Governor George E. Pataki today issued an Executive Order creating a new Military Base Task Force designed to support efforts to retain military bases and jobs in New York State. "With Congress having approved a new round of base closures in 2005, I am directing State agencies and authorities to offer their support to this important new Task Force," Governor Pataki said. "Our bases in New York play a critical role in keeping our nation free and strong, while also making important contributions to our economy. We must do everything possible to support these military installations and help protect jobs in New York State from potential cutbacks." The new Task Force will help to present a clear and compelling case in Washington D.C. that New York's unique military assets must continue to play a leading role in our national defense. Empire State Development will take the lead in organizing the Military Base Task Force, with active participation by the Governor=s Washington Office, the Division of Military and Naval Affairs, SUNY, the Department of Transportation, Power Authority, Thruway Authority, NYSERDA, Department of Environmental Conservation, Environmental Facilities Corporation, Division of Housing and Community Renewal and others. The Task Force will also work cooperatively with local base support organizations, such as the Fort Drum Regional Liaison Organization and the Niagara Military Affairs Council, to identify areas where State support can be utilized to strengthen military missions and improve base operations.

    Taking the Long View, 1851-1991
    On March 16 , 1802, Congress approved legislation establishing the United States Military Academy at West Point , one of the oldest military service academies in the world. Strategically located on the west bank of the Hudson River 50 miles north of New York City, West Point has been continuously occupied by U.S. troops since January 20, 1778. George Washington established his headquarters there in 1779. In 1780, Benedict Arnold , then in command of the post, tried unsuccessfully to betray it to the British.

    Colonel Sylvanus Thayer, superintendent at West Point from 1817 to 1833 is credited with instituting the high standards of discipline and scholarship for which the Academy is known today. Under Thayer's tenure, cadets were trained as civil engineers as well as soldiers. After graduation from West Point, commissioned officers put their technical skills to work for the U.S. government in construction of canals, roads, railroads, and other internal improvements needed to facilitate westward expansion. Clark sometimes downplays his Army background, and criticizes the military's "don't ask, don't tell" policy on gays. But there is one military institution he vigorously defends: the controversial academy once known as the US Army School of the Americas. Opposition to the school, which trains military officers from Latin American countries, has long been a cause celebre among some Democrats and liberal activists, who say the academy has trained some of the most notorious criminals of the region and teaches skills that Latin American armies sometimes use against their own citizenry.     Kennedy School Fellow Named Chair of New York Stock Exchange At the Kennedy School, Carter has served as Senior Fellow at both the Center for Public Leadership (CPL) and the Center for Business and Government Kennedy School Dean David Ellwood Carter served as Chairman and CEO of the State Street Bank and Trust Company and its holding company, State Street Corporation from 1992-2001. He first joined State Street in July 1991 as President and Chief Operating Officer. He became CEO in 1992 and Chairman in 1993. Prior to joining State Street, Carter was affiliated with the Chase Manhattan Bank.
