Armed Forces Network, Mon Jun 27 2005 Military Schools : Pre-Collegiate Institutions Military schools teach various age groups of children in a manner that includes military traditions, values, and concepts as well as training in military subjects. Although other countries have military schools, the vast majorities are located within the United States. Many military schools are also either a boarding school or a prep school, and others are branch schools of a larger school system within a school district. Though some military schools are public or state run, many are privately run institutions. Military schools often have a misperception that they are actually a type of reform school. This is a result of popular culture sometimes showing parents threatening to send unruly children off to military school. Most military schools actually are not a place for children with disciplinary problems as the strict discipline can result in an even more rebellious child. Most military schools have a long and distinguished history and most often have high academic standards with a solid college preparatory curriculum, schooling in the military arts, and have an esteemed alumni. Some parents also confuse the terms "military school" and "military academy" or "military university". A military school is typically a pre-collegiate institution, where a military academy or university is an actual college. There are also some colleges with a strong military ROTC program or Reserve Officer Training Course, which mirror the activities of a military academy such as West Point.

The United States Military Academy The United States Military Academy, the nation's oldest national service academy, focuses on educating, training and inspiring the Corps of Cadets so that each graduate will be commissioned a leader of character. The Corps embraces the values of "Duty, Honor, Country" throughout their career in the service of their country and beyond. West Point is considered one of the premiere leadership institutions in the world. Cadets develop their intellectual and physical skills under a moral-ethical environment that is guided by the Honor Code. Larry Dibble wanders into Greece Olympia High School, just outside Rochester, he is greeted with smiles and handshakes. Teachers invite him into their classrooms to talk to students about joining the Marine Corps. The school provides an almost-complete list of student names and telephone numbers. In another suburb, at Fairport High School, Dibble is barred from setting up a recruiting table. Appointments are required to talk to students, and interviews are allowed only in the guidance office. The school will release student contact details only with written parental approval.

Schools May Ban Army Recruiting

Congress first adopted the Solomon Amendment in 1994 as part of a defense appropriations act. It was introduced by New York Rep. Gerald Solomon, a Republican, who was incensed that military recruiters were barred from the law school placement office at the State University of New York at Buffalo, in his congressional district, because of the anti-gay policies of the Pentagon. The amendment has been included in one form or another in all subsequent defense appropriations bills, and just this past summer, while this appeal was pending, Congress toughened the law to require that military recruiters have the same quality and scope of access as all other recruiters at any school that wanted to keep receiving federal financial assistance.
In order to get an injunction against a government policy in the period before a full trial on the merits of the case, plaintiffs have to show that their challenge is likely to succeed on the merits at trial, and that failure to provide interim relief would subject them to irreparable injuries and disserve the public interest. Courts have found that unconstitutional restrictions on free speech are presumptively irreparable in monetary terms and contrary to the public interest in free and uninhibited debate, so the major hurdle facing the plaintiffs in this case was to convince the court that their constitutional attack on the Solomon Amendment was likely to succeed at trial.
Judge Ambro was appointed to the court by Bill Clinton in 2000. The other judge on the panel who agreed to this decision, Walter Stapleton, was appointed to the district court by Richard Nixon and elevated to the appeals court by Ronald Reagan.

Come this fall, nearly 100,000 New York City high school students may have their names, addresses and phone numbers delivered to the United States military. In addition, the Defense Department is compiling a huge database about students as young as 16 that will include all that information plus the students' birth dates, Social Security numbers, E-mail addresses and even ethnicities. The reason for this massive collection of private student information by the military? Recruitment. Under little-noticed provisions of the federal No Child Left Behind Act, school districts must produce lists of their students to military recruiters. In addition, recruiters must be given access to schools when others - like colleges or prospective employers - are allowed in. And, as revealed by the military's inclusion of student ethnicity in its master database, minority students may be high on the military's agenda. As a result, New York City high school students can expect a lot of contact with recruiters in the coming school year. Recruiters will be ringing doorbells, telephoning, E-mailing and tracking students down at school. And, as one might expect from reports that the Army is likely to fall short of its recruiting goals this year, recruiters will be under immense pressure to fill the ranks.
