These services are offered in two (2) distinct stages: 1) Business Assessment, and 2) Implementation of Development Plans. Assessment services include those activities related to determining the firms business health or condition. Appropriately, the assessment will diagnose deficiencies, weaknesses, strengths and opportunities for improvement. The results of this assessment will be utilized to complete a development plan that will outline steps or actions necessary to promote business growth. The Implementation of Development Plan covers those activities associated with the actual delivery of one-to-one technical/development assistance as identified/recommended under the business assessment (development) plan. Each DBE Firm can receive a maximum of 28 hours of one-to-one technical development under the implementation phase.

The New York City water-supply system is one of the largest surface-storage and supply complexes in the world, consisting of over 1,900 square miles, or 1,216,000 acres, covering parts of eight counties north and northwest of the City. Portions of the watershed are located as far as 125 miles from New York City. On average, 1.34 billion gallons of water are conveyed to the City each day. In addition to its 8 million residents, the City supplies high quality drinking water to one million residents in upstate counties, as well as millions of daily commuters, tourists and visitors to the City. Agriculture is one of the major land uses in New York City's upstate watershed. Dairy and livestock farming in particular present one of the greatest challenges to the City's comprehensive watershed management program. Agriculture is potentially a significant source of pathogens, nutrients and other forms of pollution to surface waters. There are approximately 400 dairy and livestock farms in the City's watershed.

New York Agriculture
Agricultural operations and farmland have been widely recognized as important components of Quality Communities programs for many New York communities. The loss of farmland was cited as a threat to the quality of life in New York communities by citizens from Buffalo to Long Island. Roundtable participants pointed to two chief causes for the erosion of New York's agricultural land base: a complex mix of land use changes grouped under the heading of urban sprawl and the erosion of the economic underpinnings of the State's agricultural industry.
A farm in Mohawk Valley New York's farmers are actively seeking ways to take advantage of proximity to consumers in a State where 56 percent of the farms actually lie within metropolitan counties and almost all of the rest in adjoining counties. Specialty crop farming and horse boarding are expanding rapidly. In 1997 more than 10 percent of the State's farmers reported income from direct sales to consumers at stands, "u-pick" and similar operations. In 1999 to help farmers take their produce to customers where they live and work, the Farmers' Market Nutrition Program, administered by the Department of Agriculture and Markets, provided over $2.8 million to 220 farmers' markets, supporting 786 farmers. This program is acknowledged as one of the leading programs of its type in the nation. The Quality Communities initiative provides an opportunity to continue to promote New York agriculture and to assist communities to recognize and plan for agricultural growth in their local economies.

Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. Tuition Assistance Program
TAP is a New York State grant program available to all New York State residents who attend an approved postsecondary insitution of education within the State on a full-time basis. Eligibility is based on the family's previous year's New York State taxable income. Current legislation requires the family's taxable income to be less than $80,000 in order to be eligible for an award. Allowances are made if there are additional family members attending college on a full-time basis. Awards will range from a minimum of $500/year to a maximum of $4,375/year. The following scholarships for continuing and transferring students are being offered for the 2005-2006 academic year. Criteria used for awarding these scholarships include college/community service, academic achievement, future plans, and need.
