This mission is exceedingly broad, and effectively impossible for any one agency or system to accomplish. In other words, the child welfare system can never function in isolation. It is but one integral part of a social support network that includes schools, neighbors, community institutions and the entire human services sector. Traditionally, New York's child welfare system has set itself apart from communities and from other government social programs. But in recent years, this narrow focus has begun to change. In order to reorient government resources toward stabilizing communities, strengthening families and reducing the need for foster care, reforms are needed throughout the child welfare system, as well as in many other city agencies and nonprofit social services organizations.
