NEW YORK The New York State Police helped develop a handbook, When You Are Concerned, with the New York State Office for the Aging. The project was funded by a grant from the New York State Governor's Traffic Safety Committee and Allstate Insurance. The New York State Police provided law enforcement perspectives concerning older driver issues and defined what roles the law enforcement community can play in assisting older drivers and their families. The handbook is a guide for families, friends, and caregivers worried about the safety of an aging driver and outlined the following:

    Program Area: Child Welfare Advancing Reform in Child Welfare
    The fundamental purpose of the city's child welfare system is "to ensure the safety, permanency, and well-being of all the children of New York." This mission is exceedingly broad, and effectively impossible for any one agency or system to accomplish. In other words, the child welfare system can never function in isolation. It is but one integral part of a social support network that includes schools, neighbors, community institutions and the entire human services sector. Traditionally, New York's child welfare system has set itself apart from communities and from other government social programs. But in recent years, this narrow focus has begun to change. In order to reorient government resources toward stabilizing communities, strengthening families and reducing the need for foster care, reforms are needed throughout the child welfare system, as well as in many other city agencies and nonprofit social services organizations. The Center for New York City Affairs project on child welfare and human services reform involves applied research, analysis and information sharing. Our goal is to provide policymakers and the public with guidance on the ground-level impacts of policy and practice change.

    ("PDF" FORMAT - requires Acrobat Reader The State of New York is committed to quality health care for all of its residents. In 2000, Governor George E. Pataki proposed, and the Legislature enacted, important legislation that has increased the availability of comprehensive health insurance coverage for New York’s uninsured workers and their families. The Health Care Reform Act of 2000 introduced a program entitled "Healthy NY" which promotes access to quality health care by providing comprehensive health insurance to those citizens who need it most. Healthy NY is a unique program designed to encourage small employers with 50 or fewer employees to offer health insurance coverage to their employees, dependents, and other qualified individuals. Healthy NY is also available to eligible working uninsured individuals including sole proprietors. With this program, eligible individuals can purchase the streamlined benefits packages that are available to employees of small businesses participating in the Healthy NY small business insurance program. The program creates standardized health insurance benefit packages that are offered by all health maintenance organizations (HMOs) in New York State. These packages are made more affordable through State sponsorship, so that more uninsured small employers and uninsured employed individuals are able to purchase health insurance coverage.

We also serve families with special needs, particularly those with difficult care-giving responsibilities. Our goal is to ensure that poor families in a temporary crisis can obtain the services and public benefits they need. We provide short-term services using case management. We follow up until the our plan for assistance is fulfilled.

    BIG BROTHERS BIG SISTERS OF NEW YORK CITY
    BBBS began in 1904 as the first formalized mentoring program in the United States. Today, we serve over 4000 children and their families in all five boroughs. Every year, in addition to providing our own one-to-one youth mentoring services, we help hundreds of other non-profit organizations implement new youth mentoring programs in every neighborhood. In addition Big Brothers Big Sisters NYC took on a new initiative in 2000 whereby obtaining funds from the Administration for Children's Services to implement Preventive Services in the East New York area. Big Brothers Big Sisters goal is to make New York City a place where every young person who wants one has a quality one-to-one mentor in a long-lasting relationship. PROGRAM DESCRIPTION East New York Family Care and Mentoring Program is funded by the Administration for Children's Services under the hospice of BBBS of NYC. This program was established in 2000 to provide families in the East New York area with a full range of preventive and supportive counseling services. Services are designed to prevent initial foster care placement of children and adolescents to avert re-entry and to reduce the time spent in placement, as a result of abuse and neglect.

    The New York State Developmental Disabilities Planning Council is a federally funded state agency working under the direction of Governor George E. Pataki.
