Family Programs Family programs, publications, and electronic materials are undergoing a period of intense experimentation at The Metropolitan Museum of Art, with the goal of creating a rich learning experience for all families who visit the Museum. Printed gallery guides and Museum hunts are available at the Uris Information Desk on the ground floor of the Museum, near the 81st Street entrance. In addition, families have a sizable menu of programs to choose from throughout the week and on weekends. Family Support New York Highlights of State Accomplishments State Framework Family Support New York was initiated by the Governor’s office to ensure state-level participation and sustainability. The Council on Children and Families, which was formed by state statute, ensures the coordination of 13 state health, education, and human services agencies and, since 1992, has focused its operating framework around the principles and practices of family support. Among its many responsibilities is increasing the availability of family support training. The state’s family support efforts include:

    NY, OR Programs Work To Reduce Demand For Electricity Two state energy efficiency programs, one on the East Coast and one on the West, are specifically designed to reduce statewide electric demand and to include the working poor in energy efficiency programs. In New York , the state Public Service Commission created a multi-utility system benefits charge (SBC) for energy efficiency in 1998. The SBC was designed to continue funding energy efficiency and renewable energy programs that "might not immediately develop in the competitive market place." Yearly funding averages $150 million. These programs are available to customers of Central Hudson, Con Edison, NYSEG, Niagara Mohawk, Orange and Rockland, and Rochester Gas and Electric. (Outside the SBC, the Long Island Power Authority and the New York Power Authority administer their own energy efficiency programs.) The PSC named the New York Energy Research and Development Authority (NYSERDA) as administrator of the fund under the New York Energy $mart program.

    Child Care Advisory Committee
    One of the most comprehensive and effective labor/management committees is the New York State Labor/Management Child Care Advisory Committee (LMCCAC). The committee was established in 1981 to reduce the rate of unplanned absenteeism and tardiness, improve morale and the quality of work life, recruit and retain employees, and serve as a model and resource to other employers. LMCCAC agreed to open and operate child care centers at, and near, state facilities throughout the state. Today, there are 50 centers serving several thousand children. Funding is negotiated and then administered through a cooperative joint labor/management effort between the Governor’s Office of Employee Relations and five public employee unions, the largest of which is AFSCME’s Civil Service Employees Association. Total funding for the 1997-1998 budget year is $3.6 million. In addition to the network of child care centers, LMCCAC implemented a dependent care reimbursement account program and a child care and eldercare resource and referral service. It also administers a Work and Family Initiatives Fund which awards small grants of up to $1,500 to eligible local labor/management committees and network child care centers. The grants are used to conduct seminars on parenting and eldercare, sponsor work and family information fairs, or to set up parent resource areas at the workplace.

    Overview
    The Advocacy Services Bureau currently administers nine distinct advocacy programs for persons with disabilities, namely Protection and Advocacy for the Developmentally Disabled (PADD), Protection and Advocacy for Individuals with Mental Illness (PAIMI), Client Assistant Program (CAP), Protection and Advocacy for Individual Rights (PAIR), Protection and Advocacy for Beneficiaries of Social Security (PABSS), and Interest on Lawyers Accounts (IOLA). As described below, each of these programs has its own governing legislation, funding level and organizational structure.
    PADD
    The DD Act's only major eligibility requirement is that the identified client be developmentally disabled (based on the federal definition) and that the problem be related to the disability. Access to records and programs is quite broad. As a result issues addressed by PADD are very diverse. Typically, PADD's major case issues categories are special education, abuse, medical entitlements and financial entitlements. Although special education makes up forty percent of PADD's yearly caseload and receives probably the most attention, PADD staff deal with issues such as employment and housing discrimination, early intervention services, guardianship, insurance, rehabilitation services, sterilization and voting rights, to name just a few of the more common issues.

    There are two proposed changes in the budget that President Bush just submitted to Congress that could dramatically affect adult education and family literacy programs (Title II of the Workforce Investment Act) in New York State:
  • Cut of nearly 64% in federal funding. The budget is reduced from $569 million to $207 million for WIA Title II (adult education and family literacy). Potential consolidation with other funding streams into a block grant called the “WIA Plus Consolidated Grant Program.” The governor of each state will have the option of consolidating adult education and family literacy with other “job training” programs administered by the U.S. Departments of Education, Agriculture, and Labor into a single job training block grant. The specific programs that could be consolidated are:

    ew York's Delinquency Prevention Grant Program is supported by federal funds awarded to the Division of Criminal Justice Services under Title V of the federal Juvenile Justice and Delinquency Prevention Act. New York's funding allocation was raised to $2.4 million in 1999. The Division of Criminal Justice Services administers federal funds to local programs that target youth 7 - 15 years old. New York's Delinquency Prevention Program focuses on the risk and protective factors shown to be related to juvenile delinquency. Using this approach, communities first identify the risk factors that contribute to their delinquency problems. Risk factors include: drug use in the home and the community; long-term unemployment in their areas; poor academic achievement; truancy; lack of positive peer influence; lack of school or community involvement; and high levels of community or family violence. In assessing risk, communities consider a range of family, peer, school, and community factors that foster delinquency. Once risk factors are identified, the community increases the protective factors that can prevent or reduce delinquent behaviors. Mechanisms to promote protective factors may include the use of mentoring programs, organized family activities, community volunteer opportunities, and academic tutoring. Protective factors can increase a child's own resiliency to risk. They also can enhance the living environment by fostering positive social interaction, encouraging strong bonding within the family, and creating attachments within the community.
